The Format
The First Round is played in four pools. The winners of each pool qualified
to the final. There were different number of countries in the pools due to
withdrawals.
The finals are played in a pool as well.
India, Scotland, and Turkey withdrew after qualifying. Portugal refused
to take place of Scotland, France agreed to take place of Turkey, then
declined.
