The Format The cup winners of all UEFA member countries are eligible. If the cup winner has already qualified to the UCL, then the losing finalist is eligible. If the losing finalist has also qualified to the UCL, then the losing semi-finalists play a play-off to determine the UCW entry. The UCW defender also enters this competition, if not qualified to the UCL or UCW already. For the 1998-1999, Andorra, Bosnia and Hercegovina, and San Marino are not allowed to enter. HOL SC Heerenveen beat HOL FC Twente Enschede in the play-off of the losing semifinalists in Holland. The UEFA has revealed the that there will not be a Cup Winners competition next year. The cup representatives will play in the UEFA Cup from now on.
