While making inquires at the Mermaid Bar about Marquis Philippe, agent West is hit with a blow dart which makes him pass out. When he wakes up, he finds himself aboard a ship with a mysterious woman as a traveling companion. Soon the ship is attacked by a dragon-like creature which destroys the ship. West is thrown into the water and manages to save himself on a piece of floating wreckage. Although he drifts into unconsciousness, he is later rescued and tries to make sense of his adventure - or was it a dream? - with agent Gordon and Lt. Keighley. They return to the waterfront but the bar is gone, replaced by a windowless warehouse. The agents soon learn that the SS Virginia is due into San Francisco in three days with a large supply of explosives.
