More than a year had passed since the signing of the ceasefire agreement between the Government of India (GOI) and the National Socialist Council of Nagaland (NSCN). The basic objective of the cease-fire was to facilitate meaningful political dialogues for solving the 50-year-old military confrontation between India and Nagaland (Nagalim) that which had claimed thousands of lives. The following terms of commitment were accepted by the two countries which were simple and free from being equivocal: The talks shall be unconditional from both sides; At the highest level; that is, at the Prime Ministers' level; and The venue of the talks shall be anywhere in the world, outside India. The necessary preparations being worked out between the two nations, the prime ministers of India and the Collective Leadership of the NSCN met three times in Zurich and Paris. Mr. Narasimha Rao, Deve Gowda, and Atal Behari Vajpayee were the three sitting prime ministers of India that held talks with the NSCN Collective Leadership. Prime Minister I.K. Gujral announced in the Indian Parliament that a peaceful solution to the Indo-Naga problem would be sought and the same was repeated during his independence speech in 1997. The Naga people praise these Indian leaders for their wisdom. In addition to the Prime ministers' level talks, representatives of the GOI and the NSCN held talks in Amsterdam, Bangkok, Geneva, New York, Paris, and Zurich. In all these discussions, as per the assurances given by the Indian Prime ministers, there was no serious hitch as to hamper the process thus far. However, much to the dismay of all the peace-lovers, a few individuals in the Indian Home Ministry and certain puppets are busy creating situations that continue to seriously tarnish the image of the Indian leaders and the commitment they have given to the peace process. These vested interests are leaving no stone unturned to sabotage the ongoing peace process so that they can fish in troubled waters to satisfy their personal greed and confounded whims.

The NSCN, in reciprocation to the sincere commitments given by the Indian Prime ministers to the peace process, has given its promise to find an amicable solution to the conflict and is hitherto wholeheartedly committed to it. In this given spirit of unreserved dedication to peaceful solution of the Indo-Naga political problem, the Naga people would like to know from the Indian leaders why the following wanton incidents were allowed to take place with impunity during the ceasefire period: CEASEFIRE VIOLATIONS & HUMAN RIGHTS ABUSES COMMITTED IN NAGALIM BY INDIAN ARMY AND ITS STOOGES 23th August 1997: A combined forces of the Indian Central Police (CRPF) and the NAP killed Sgt. Noah of the Naga Army in Tuensang District. 24 August 1997: The Indian Para Military (16th Rashtriya Rifles) shot dead the two innocent civilians (Mr. T. Benathing Odyuo, 23, s/o Mr. Thungsoi Odyuo of Bhandary village, and Mr. Wosamo Kikon, 22, s/o Mr. Ruvungo Kikon of Bhandary village) at Bhandary village in the Lotha Region. 12th September 1997: The puppet-State Police kidnapped Pte. Joseph of the Naga Army at Dimapur in the Union Territory-I along with one M-20 pistol. The pistol was given to Mr. S.P. Bendang by Mr. S.C. Jamir. 30th September 1997: The Indian Para Military (31st Assam Rifles) kidnapped L/Cpl. Taka Ao and Pte. Peter of the Naga Army at Thanglong village in the Zeliangrong Region. They were then taken to Thembram village and, since then, utilized as means to identify and kidnap personnel of the Naga Army. 13th October 1997: The Indian Army came to Noney village in the Zeliangrong Region and threatened the villagers with dire consequences if they allow entry to the Naga Army in their village. 15th October 1997: The Indian Army attacked Longlei village on the charge that the village was harboring the NSCN and killed nine innocent villagers. Besides killing one buffalo and destroying lots of valuable properties, the rampaging soldiers looted Rs. 7,200/- (seven thousand and two hundred rupees) and many goods including new shawls, shirts, torches, etc. from the poor villagers. 18th October 1997: The Indian Army (Gurkha Rifles) killed an innocent Naga villager (Mr. S. Koshil, 60) at Chandel Town in the Khurmi Region. 8th November 1997: The Indian Army kidnapped three personnel of the Naga Army at Hmarkholien village in Hmarland (presently in Assam). 17 November 1997: The Indian Para Military (18th Rashtriya Rifles) shot dead 2/Lt. S.P. Pearson of the Naga Army and rifle-butted 2/Lt. Moses (who had a miraculously escape) at a place in between Mao Songsong and Tadubi towns in the Shepoumaramth Region. 22nd December 1997: In a joint operation carried out by the Indian Para Military (17th Rashtriya Rifles) and the Kuki militants at Thangjingpokpi village in the Wung Tangkhul Region, all together 57 houses were burnt down, the window-frames and panes of the village church were completely shattered when the marauders fired numerous rounds from automatic rifles and shelled the village with 2-inch mortars for several hours. 29 December 1997: The Indian Army kidnapped Sgt. Kohoshe Sumi of the Naga Army at Dimapur in the Union Territory-I along with one 7.62 mm pistol under a fabricated excuse that he was parading in uniform. 30 December 1997: The Indian Army kidnapped Pte. Jackson of the Naga Army at Jalukie in the Zeliangrong Region along with one AK-47 and 75 rounds of ammunition. 31st December 1997: The Indian Army kidnapped three personnel of the Naga Army (Aketo Sumi, Nikito Sumi and Shikito Sumi) at Dimapur in the Union Territory-I along with their weapons. 21st January 1998: The Indian Para Military (17th Rashtriya Rifles) shot dead an innocent Naga girl, Miss Deborah Jajo (18) d/o Mr. Nganaongai Jajo, and Cpl. Hokato Sumi (22) and L/Cpl. Konison (22) of the Naga Army, who were stationed at Thangjingpokpi village to provide security to the villagers against the attack of the Kuki militants. Besides the gory and cold-blooded murder, the Indian marauders subjected the entire populace of Thangjingpokpi village to maximum persecution and many of them were taken away blind-folded.

On the same day, after perpetrating the heinous crimes at Thanjingpokpi village, the same Indian Para Military unit proceeded to Nongdam village in the Wung Tangkhul Region and terrorized the whole village. They looted goods worth thousands of dollars and smashed doors, windows and household utensils. A 90-year-old woman (Mrs. R Sengrangla) was kicked several times and had to be hospitalized for a long period of time, an 11-year-old girl (Miss S. Vanminao) was badly hurt when she was dragged by her hair, and one college student (Mr. S. Singmi s/o Mr. S. Lungshi) was beaten black and blue. They then attempted to shoot a 13-year-old boy (Mr. S. Ngashan). The entire saga of indiscriminate firing, ransacking, looting and persecution lasted for six hours.

28th January 1998: The Indian Army kidnapped Mr. Arep Jamir, Central Administrative Officer of the Ao Region (GPRN), and six personnel of the Naga Army along with seven pieces of assorted arms and 501 rounds of ammunition.

29th January 1998: The Rapid Action Police Force kidnapped Mr. Wungreihor Khamrang (27) of Somdal village in the Wung Tangkhul Region at Imphal in Kangleipak.

3rd February 1998: A combined Indian forces of 17th Rashtriya Rifles and the Assam Rifles fired upon a group of Naga Army at Nongdam village in the Wung Tangkhul Region, injuring two of them. The Indian forces then pounced upon the injured personnel of the Naga Army (Cpl. R. Poulinlung and Cpl. Wungamreo Tangkhul), mercilessly hacked, bayoneted, and finally shot them dead.

11th February 1998: The following personnel of the Naga Army were kidnapped by the Indian Army at Tausem village in the Zeliangrong Region:

1st. Sgt. Tokam 2. Sgt. Cima 3. Cpl. Vito 4. Cpl. Meren 5. Cpl. Hotovi 6. Cpl. Aching 7. L/Cpl. Isano 8. L/Cpl. Benethung 9. Pte. Fewly Lamkang 10. Pte. Toshi 11. Pte. Mamang 12. Pte. Poncham 13. Pte. Thungon

11th February 1998: The Indian Army kidnapped seven personnel of the Naga Army at Peren Town in the Zeliangrong Region along with five assorted arms and 168 rounds of ammunition.

13th February 1998: The Indian Para Military (18th Rashtriya Rifles) kidnapped Sgt. Kanning Rengma of the Naga Army in the Angami Region. On the same day Mr. Samuel, Regional Council Member (GPRN) was kidnapped by the Indian Army at Loukoipat in the Zeliangrong Region.

16th February 1998: The Indian Army kidnapped the following personnel of the Naga Army at Samjuiram village in the Zeliangrong Region: 1. Maj. Sonii Poumei 2. Sgt. Thepa 3. Sgt. Zihoto 4. L/Cpl. Esau 5. L/Cpl. Akhui 6. L/Cpl. Esther 7. Pte. Handsome 8. Pte. Joydesh 9. Pte. David 10. Pte. James 11. Pte. Samuel

4th March 1998: Sgt. Maj. Vareishang of the Naga Army was shot dead by the Indian Central Police near Diphu Town. His skull was brutally smashed.

6th March 1998: Mr. Kedutsii, Tatar (Member of Parliament), and his guards were searched by the Indian Army at Dimapur in the Union Territory-I, and one pistol and one AK-47 were stolen away.

14th March 1998: Mr. A. Puni, Minister of Religious Affairs (GPRN) and his security guards were searched by the Indian Army in between Kohima and Dimapur towns, and one AK-47 was stolen away.

17th March 1998: The Indian Para Military (21st Assam Rifles) kidnapped 2/Lt. James, 2/Lt. Wungreithan and Cpl. Pao of the Naga Army in the Shepoumaramth Region.

19th March 1998: Lt. Col. Longri Ao of the Naga Army and his security guards were kidnapped by the Indian Army at Golaghat in Assam along with their arms and car.

20th March 1998: Four cadres of the Naga Army were returning to Pongsi village at Meluri Town in the Pochuri Region in a truck when the Indian Para Military (14th Assam Rifles) intercepted the vehicle and started assaulting the occupants cruelly, leaving the innocent driver (Mr. Subhas Singh) seriously injured owing to severe beating given with rifle-butts. Then they started blank firing and kidnapped the four Naga Army personnel along with four sophisticated arms and more than 200 rounds of ammunition, and subjected them to third degree torture. On the same day, the 3rd Indian Para Military intruded into the house of the Naga Army Town Command at Dimapur in the Union Territory-I and kidnapped four Naga Army personnel along with three AK-47s and three vehicles.

21st March 1998: The Indian Army (14th Sikh Light Infantry), under the command of Col. Rakesh Malik, shot dead L/Cpl. Samuel of the Naga Army at Pallel Gate in the Khurmi Region. The victim was pulled down from a motor bike, ordered to turn his back and shot from a point-blank range. This dastardly act was carried out in connivance with the Kukis who identified him to the occupational Indian Army.

26th March 1998: The Indian Army kidnapped Mr. Vicklure of the Naga Army at Jalukie Town in the Zeliangrong Region along with one self-loading rifle and 45 rounds of ammunition, and subjected him to rigorous physical and mental torture.

29th March 1998: The Indian Para Military (21st Assam Rifles), under the command of Col. B.L. Barari, surrounded Makhan village in the Shepoumaramth Region and herded all the villagers at the church compound at 5.30 a.m., denying them the opportunity to conduct the usual Sunday morning worship service. The Indian marauders tore to pieces the Bible of Ms. Rebeca who was praying in the open ground. Meanwhile, other Indian soldiers continued to ransack the houses. All the male members of the village were forced to pass through the parked military vehicles where three masked men were seated. In this way, more than 20 youths were segregated subsequent kidnapping and torture. When the discriminatory behavior was objected to by the villagers, the Indian soldiers started booting and beating the villagers with rifle-butts and firewood. Then they desecrated and defiled the sanctity of the church by firing heavily on it. Not fewer than eighteen women were given beastly beating and had to be hospitalized. They further insulted them by pulling up their sarongs/skirts in front of other villagers and attempts were made to molest them. The Students' Union and the Village Authority of Makhan village had appealed to the occupational Indian Army to heed the order of the Guwahati High Court, Order No. C.R. (HC) 7/98, dated 30/3/98, and release Messrs. Th. Rampijinang, Ch. Wibamlinang, Ab. Chawangjinang, M. Wijunang, and Ab. Charambou of Makhan village. Col. B.L. Barari, the Commanding Officer of the 21st Assam Rifles, and his soldiers then kidnapped Messrs. Sarvashri Ch. Amang (Village Secretary), Ab. Katanlinang (Village Authority member), and Ch. Athoi (Teacher) and forcibly made them to hold guns and their pictures taken.

2nd April 1998: The Indian Army (21st Assam Rifles) and the Kuki militants, who were camping together near Mt. Everest School at Senapati Town in the Shepoumaramth Region, carried out a joint operation against the Nagas, accusing the innocent villagers of harboring the Naga Army. They persecuted the villagers and students for many hours, beating them with pipes. One teacher and a fellow-villager were subjected to inhuman torture. Col. B.L. Barari and Capt. Partrict were particularly sadistic in their behavior.

3rd April 1998: The Indian Army kidnapped four personnel of the Naga Army at Dhansiri village along with one 9mm and one M-20 pistols with one magazine and 20 rounds of ammunition. On the same day, Lt. J.S. Lamba of the Indian Army (9th Gurkha Regiment), who is posted at Tusom village in the Wung Tangkhul Region, unnecessarily checked vehicles and fired on the passengers from his pistol. He is frequently creating terror in Jessami village and the surrounding areas.

8th April 1998: The Indian Para Military (4th Assam Rifles) resorted to indiscriminate firing at Tuensang Town that lasted for several minutes. Two innocent Naga villagers died in the wanton firing. 9 April 1998: The Indian Army kidnapped the Principal Secretary of the GPRN (Mr. L.P. Sing) and his security guards at Dimapur in the Union Territory-I. 10 April 1998: The Indian Army (3rd Corps) kidnapped Mr. C. Metong Ao of the Naga Army and subjected him to inhuman third degree torture. 22 April 1998: The Indian Army (14th Sikh Light Infantry) kidnapped Cpl. N.S. Mopa of the Naga Army at Chandel Town in the Khurmi Region and subjected him to inhuman torture. Black swelling on the back, sprained neck, a fresh cut-mark on the left knee, etc. are some of the signs of torture he sustained.

1st May 1998: While on his way to the Council Headquarters, the Central Administrative Officer of the Zeliangrong Region (Mr. K. Chawang) was detained for an hour and subjected to uncalled for frisking at Peren Town by the Indian Army (Kumaon Regiment) under the command of Lt. Ronald. On the same day, the same personnel of the Indian Army, wearing masks that which is totally against the stated ground-rules of the Cease-fire, forcibly photographed Cpl. Ajai, and Cpl. Cijinbou of the Naga Army.

4th May 1998: The Assam Police attached to the Forest Department of Assam attacked Senden village in the Ao Region and torched the houses. Many trees were also wantonly felled. On the same day, the Indian Army kidnapped Messrs. Shiveto Sumi and Hokiye Sumi of the Naga Army at Dimapur in the Union Territory-I along with one .38 mm pistol and 4 rounds of ammunition.

8th May 1998: The delegates, including Ministers of the GPRN, to the Zeliangrong Region Meeting were harassed and mistreated by the columns of the Indian Army at Tening, Peren, and Jalukie towns.

10th May 1998: The Indian Army kidnapped 2/Lt. S.D. Zimik and Mr. Ashang of the Naga Army at Kohima Town in the Angami Region along with one 9mm pistol and one .38 mm revolver with one magazine and 12 rounds of ammunition.

13th May 1998: The Indian Army kidnapped L/Cpl. Kuwoto Yesca Sumi of the Naga Army at Dimapur in the Union Territory-I along with one .22 mm Rifle with one magazine and 3 rounds of ammunition.

18th May 1998: A convoy of the Indian Army (Rashtriya Rifles) stopped all the vehicles near Mt. Zion School at Senapati Town in the Shepoumaramth Region and started beating the passengers without the slightest provocation from anyone. Mr. A. Samson (24) s/o A. Dani from Chaowanamai village was severely injured.

19th May 1998: The Indian Army kidnapped three personnel of the Naga Army at New Tasem village in the Zeliangrong Region along with one 7.62 mm Chinese Rifle, one 9 mm Sten Gun, one .22 mm Czech Rifle and 128 rounds of ammunition.

30th May 1998: Manipur Rifles, one of the surrogate forces of India, unceremoniously entered the office of the Tumuyon Khullen Students & Youth Development Union at Tumuyon in the Shepoumaramth Region and beat up the office-bearers without rhyme or reason. The soldiers then beat up the villagers who gathered near the office on hearing the news of the intrusion, saying abusively: "Your heads think, your hands act, your legs walk for the Naga Army". The hand of one of the youths was fractured and many women received beastly kicking on their buttocks.

8th June 1998: A combined forces of Manipur Rifles and Indian Rapid Police Force (IRPF), that were escorting goods-vehicles on highway, stopped at Senapati Town in the Shepoumaramth Region and resorted to indiscriminate firing for several hours on the Nagas who were blockading the movement of goods-vehicles in a non-violent protest against the creation of Kuki Homeland by carving out a huge junk of their ancestral land. The followings were the casualties of the incident:

Mr. Ng. Sani (70), s/o Late Ngani of Senapati village, was shot dead from a close range.
Ms. S. Trune (26), d/o Seiba of Senapati village, was hit by a bullet.
Mr. P.F. Daikho (27), s/o Pfokhreho of Songsong village, sustained multiple bullet-injuries.
Mr. O. Dihe (65) was given repeated beatings with rifle-butts.
Mr. Y. Dai (65), s/o Yao of Senapati village, was kicked several times and severely beaten with rifle-butts as a result of which he sustained profuse head bleeding.
Mr. T. Joy Samuel (22), s/o Tompok of Makhrilu village, was kicked and rifle-butted as a result of which many of his ribs were broken.
Mr. P. Athisii (23), s/o Pfokhreho of Makhrilu village, sustained a deep cut in his sole.
Ms. Athia (28), d/o Late Kaoli of Makhrilu village, was slapped and kicked several times, dragged by her hair and detained for 2 hours.
Ms. Nelia (27), d/o Late Ashuli of Mayangkhang village, was seriously beaten up.
Mr. B. Pfokreni (57), s/o Daiho of Rikhumai Taphao village, was seriously beaten up.
A young boy, Mr. Ngaolung, of Maram Center was kidnapped and his whereabouts still remains unknown.


15th June 1998: The Indian Army personnel in civies kidnapped 2/Lt. Allen and Sgt. Michael of the Naga Army at Imphal in Kangleipak along with one motor-bike and two wrist watches. Calling them "dogs", the kidnappers subjected them to third degree torture.

18th June 1998: The Indian Army kidnapped Sgt. Maj. Ashok, Cpl. Lavender, L/Cpl. Loketo, and Pte. Ningkham of the Naga Army near Iphonomi village in the Sumi Region along with one AK-47 Rifle, one US Carbine, one 303 Rifle and many rounds of ammunition.

27th June 1998: The Indian Army (J&K Light Infantry) stopped a bus that was going towards Mokokchung Town and, without rhyme or reason, singled out an innocent student (Mr. Imdangjungba, President of the Chakpa Students' Union). The Indian sadists then socked his whole body with petrol and set him on fire. The remaining ten passengers, including the President of the AKM (Mr. Imtikumzuk) were then harassed and manhandled.

28th June 1998: In absolute violation of the Ceasefire Ground Rules, the Indian Army, piloted by the nomadic Kukis, came to Beisampuikam village, which is just half a kilometer from the Council Headquarters of the GPRN, and took a thorough reconnaissance and survey of the Council Headquarters. 29 June 1998: The Indian Para Military kidnapped Cpl. Hotoshe Sumi of the Naga Army at Dimapur in the Union Territory-I along with one AK-47 Rifle.

30th June 1998: The Indian Army (3rd Corps) kidnapped eight innocent Naga civilians at Dimapur in the Union Territory-I, including Messrs. Salew s/o Makhabo of Makhre village, D. Neli s/o Daiho of Makhre village, A. Nipuni of Songsong village and A. Ninio s/o Athisu of Makhre village (all of them from the Shepoumaramth Region), along with three vehicles and subjected them to third degree torture.

1st July 1998: In spite of prior information served to it, a column of the Indian Army stationed itself at Singrijan village in the Union Territory-I and stopped all the vehicles going to the Council Headquarters to attend a marriage ceremony and manhandled them.

2nd July 1998: In spite of prior information served to the Indian Army that he would be going to Imphal to attend a pre-arranged meeting with the GOC there, Lt. Col. Phungthing Shimrang of the Naga Army (who is also the Convenor of the Ceasefire Monitoring Cell of the NSCN) was detained and mistreated by the Indian Army for an hour at Jakhama in the Angami Region.

10th July 1998: The Indian Army kidnapped Sgt. Ningam Tangkhul, L/Cpl. Zitinchu Pochuri and L/Cpl. Romeo Rongmei of the Naga Army at Tuensang Town along with one AK-47, one 303 Rifle, one HE-36 hand-grenade and 70 rounds of ammunition.

17th July 1998: The Indian Army kidnapped four personnel of the Naga Army at Dimapur in the Union Territory-I along with two AK-57 rifles.

22th July 1998: The Indian Army (9th Gurkha Regiment) kidnapped L/Cpl. Vikose Chakhesang and L/Cpl. Rongnal Anal of the Naga Army near Akututo Town in the Sumi Region along with two rifles, one hand-grenade and 51 rounds of ammunition.

24th July 1998: The Indian Army (11th Madras Regiment) kidnapped Cpl. Allen of the Naga Army at Khongsang in the Shepoumaramth Region. He was made naked, blindfolded and hung by his hands and given severe beatings. They then forcibly poured liqueur into his mouth.

25th July 1998: In spite of prior information served to the Indian Army posts at Kephiri, Meluri and Tuensang towns that the Deputy Chief of the Naga Army and his party would moving in these given areas, the Indian Army kidnapped Brig. Hanshi Tangkhul and eleven other personnel of the Naga Army at Meluri in the Pochuri Region along with three AK-47 rifles, one pistol, six hand-grenades, five wireless-sets, a sum of Rs. 1,03,000/- (one hundred and three thousand rupees), video cassettes, personal belongings, and 250 rounds of ammunition.

29th July 1998: The Indian Army kidnapped five personnel, including the Head Chaplain, of the Naga Army at Singrijan in the Union Territory-I along with one .31 mm pistol that belonged to the Head Chaplain, Mr. Rao. 31 July 1998: The Indian Army kidnapped Cpl. John of the Naga Army at Noney village in the Zeliangrong Region. He was stripped, blind-folded, his feet and hands were tied together and kept in that condition till the next day.

10th August 1998: The Indian Army kidnapped two personnel of the Naga army at Dimapur in the Union Territory-I along with one revolver.

21st August 1998: The Deputy Minister of the Ministry of Information & Publicity (GPRN), Mr. Angnaikham Maring, and his security guard were kidnapped by the stooges of the Indian Army at Kohima Town in the Angami Region along with one pistol.

28th August 1998: The Indian Army kidnapped L/Cpl. Anito and L/Cpl. Shewesubu of the Naga Army at Tseminyu-Trijunction in the Rengma Region along with one US Sten Carbine and 14 rounds of ammunition. The Naga Army personnel in question were sent by the Central Administrative Officer of the Rengma Region for checking liqueur-sale and drug-abuse.
