The Arrow Card was one of Sakura's captures whichw as not in the normal TV series. It was captured in the first CardCaptors Movie. As you can see, it takes on the form of a person (with a lot of purple and pink,) and she carries around a bow and arrow which she uses as her primary weapon.
As said before, Arrow appears in the first CardCaptors movie. She attacked all of them with her arrows, until Sakura and company defeated her. When used as a card, she will either take on her visible form and attack, or give her powers to the summoner, thus making them an expert archer.
