The Twin Card can be a frustrating card to capture because it is two different bodies. They both run around and touch objects, thus cloning them. Objects can be as simple as a mail box, to being as complicated as an entire city block!
In Episode 43, Sakura, Li, and Meilin faced off against both of Twin's forms. It broke free form Windy's grasp, and as well when Li and Sakura attempted a duel lightning attack. The only way to beat it was for Li and meilin to use their matrial arts skills to fight it, seeing as they didn't need to exchange signals. When used, Twin can clone whatever the summoner commands.
