Congressional discussions about Kawaiisu Native American territory after the Guadalupe Hidalgo Treaty

Ammendments presented on a resolution requesting that the President inform the House if Government agents have been sent to California or New Mexico to advise those territories as to the formation of a government for themselves. Twenty-three months after signing the Treaty of Guadalupe Hidalgo (Feb. 2, 1848) Congress takes steps to violate Articles VIII and IX of that treaty. On January 7, 1850, the Committee on Indian Affairs is instructed to inquire into making appropriations for the "EXTINGUISHMENT OF INDIAN TITLE" in following territories: California, Minnesota, New Mexico, Oregon and valley of the Great Salt Lake and to inquire into the expediency of setting apart a portion of U.S. territory as one or more Indian territories. This action was approved in spite of two facts: A) Articles VIII and IX guaranteed ancestral Native American land ownership and B) Article VIII guaranteed U.S. Citizenship to Native Americans in this new territory effective February 3, 1849. In effect, the actions initiated on January 7, 1850 were being taken against citizens of the United States.
