A classification of "Visa général" means
that the film so classified is unlikely to disturb an average viewer. It
in no way indicates that the film is considered to be "suitable" for children.
Only a "for children" notice would indicate that such a film would be appropriate
for younger viewers.
13+
13 years and over
May be viewed, rented or purchased by persons 13 years
of age or over. Children 12 years of age and under may be admitted to a
public showing of the film, but only if accompanied by an adult.

Quebec Film and Video Classification System and Guidelines
When examining a film, examiners take into account several factors (theme, genre, realism, intensity of certain scenes, visual impact, general atmosphere, etc.) as well as the approach used in the treatment of the subject. Important parameters such as respect for life, violence, sexuality and suicide are carefully examined for each category of the rating system.
The rating of a film must appear, when appropriate, in the entrance to cinemas, in advertisements published in newspapers and on the Régie's labels that appear on videos. The additional information outlined below must appear in advertisements published in newspapers and on the Régie's labels for videos.
Refused classification
If the Régie finds that the content of a film interferes with
public order or good morals, or promotes or condones sexual violence it
delivers a refusal of classification statement. Generally speaking, films
refused classification by the Régie have been "sexplotation" films
which went beyond what contemporary Québec society could tolerate.
In each case, refusal has been based on an undue explotation of sexuality
without redeeming artistic, scientific, historical or educational merit.
Decisions to refuse classification were all more readily arrived at when
the acts presented were conducted in a context of violence, cruelty or
horror, or were degrading to participants.
