This was one of COMMAND'S first CNG Buses.  This is bus #902 with bus #901 directly behind it. It is a 1987 Orion.  These two buses ran as test buses on the B-103 line between Canarsie and Downtown Brooklyn.  They were later transferred to Varsity Bus service an affiliate of COMMAND (see picture below).  Unfortunately I never got a chance to ride one of these.
