1) You can only have UP TO 20 wounds to start with, though you can gain up to 25 wounds in the game itself (GM will explain about that)

2) Here is the # of Character Creation points needed to gain X wounds to start out with:

For 15 Wounds - 0 Points
For 16 Wounds - 1 Point
For 17 Wounds - 3 Points
For 18 Wounds - 6 Points
For 19 Wounds - 10 Points
For 20 Wounds - 15 Points
