CNYCL Girls Outdoor Track Rules:

CNYCL Girls’ Track & Field

  1. Rules of conduct of competition
    1. National Federation Rules will be used.
    2. The NYSPHSAA handbook and standards will be followed.
    3. Any girl who competes in the pentathlon may not compete in any individual events in that contest.
  2. Facilities and equipment
    1. NF rules cover all equipment and facilities
    2. The 4 kilogram metal shot is required.
  3. Officials
    1. It is the responsibility of the host school to provide knowledgeable officials.
    2. Each participating school must provide a knowledgeable adult for the CNYCL Division Championship Meet to assist with officiating as assigned.
    3. Officials will complete CNYCL vouchers, and the League treasurer will pay a portion of the cost of officials and assess the schools for the remaining cost.
  4. League Champions
    1. Win-Loss record determines the team champion for each division. In the case of a tie, a co-championship will be awarded.
    2. Each division of the League shall conduct its own championship meet. At a pre-season meeting, the coaches from each conference shall determine if the meet is to be team scored or not. Six places will be awarded ribbons; and, if the meet is team scored, points will be awarded 10-8-6-4-2-1.
  5. Records for Events
    1. If a new CNYCL record is set, all the coaches present(dual meets) or the meet director(invitationals & multi-dual meets) should verify the record, and it should be reported RIGHT AWAY to the overall league chairpersons.
  6. Reporting Results
    1. Following each meet, the host coach should phone in the score, top performers and any other important information to the Post-Standard and any other appropriate newspapers.
    2. After each dual meet, the host coach shall make enough copies of the results for himself/herself, the visiting coach(es), and the division rep.
    3. Within two(2) days after a dual meet, the host coach should send a copy of the complete results to the division rep. Host coaches should be sure to include both first and last names of competitors and all times and distances.
    4. The division rep will be responsible for keeping a record of all dual meets and the division standings. Any information concerning results and times, etc. that have been sent to the division rep is available to all coaches upon request.
  7. Scoring
    1. Al scoring per National Federation rules.
    2. 2-way meets are scored as duals.
    3. 3-way meets are scored as double-duals.
    4. 4-way meets are scored as triple-duals and may only be conducted on tracks with 8 or more lanes.
  8. Number of Entries
    1. 3 scorable entries per school are allowed in the 100, 100hh, 200, 400 and 400IH in all regular single-dual meets.
    2. 2 scorable entries per school allowed in the 100, 100hh, 200, 400 and 400IH in all double-dual and triple-dual meets.
    3. Unlimited scorable entries are allowed in the 800, 1500, 3000 and all field events in all single-dual, double-dual and triple-dual meets.
    4. Only one scorable entry is allowed for all relays in all meets.
    5. Extra heats for non-scorable runners may be included in the 100, 100hh, 200, 400 and 400IH and sprint relays. Extra non-scorable runners may also compete in the 4x800m relay. The coach must declare before an event which competitors are scorable and which are non-scorable.
  9. Late Arrival of Teams
    1. If it is going to be impossible to get to a meet on time, the host coach or Athletic Director should be contacted in advance to make arrangements.
    2. In case of an emergency(i.e. last minute bus problems), the visiting coach or his/her Athletic Director should call the host coach or Athletic Director to let him/her know that they will be arriving late.
    3. Should a team arrive late due to circumstances beyond its control, the athletes must be allowed a reasonable warm-up time to safely prepare for the meet.
  10. Conduct of Relays
    1. The scoring sprint relays(4x100 and 4x400)must be run in separate heats from any non-scoring relay entries.
    2. The 4x800m relay must be run in one heat including both scorable and non-scorable entries.
  11. Combined Meets
    1. Each division of the CNYCL shall determine whether or not it will conduct combined boy-girls meets. If a combined meet is held, the National Federation order of events will be followed unless all coaches involved agree to a different order.
  12. Scheduling
    1. The spring track CNYCL schedules shall be determined by the Athletic Directors with Fridays left open to allow for participation in Saturday invitationals. Input from the division reps is advised. Meets will normally be either single-dual or double-dual. 4-way(triple-dual) meets can only be held on tracks with 8 or more lanes.
  13. Uniforms
    1. For all CNYCL meets, a girl must wear a school issued uniform shirt that meets NF requirements. For all relays, the shirts of the girls must match. In all CNYCL meets, shorts must meet NF requirements but need not match even for relays. In the event of inclement weather, coaches may agree to waive uniform rules.
  14. Orders of Events
    1. Each division of the CNYCL shall determine its own order of events with approval necessary from CNYCL or the Athletic Directors of that division. The order of events for all-girls meets shall be:
    1. 400IH
    2. 1500m or Mile Run(NOT 1600m)
    3. 100m or 100yd dash
    4. 100hh(33")
    5. 4x800m. relay or 4x880yd. relay
    6. 400m or 440yd relay
    7. 3000m or 2 mile run(NOT 3200m)
    8. 200m or 220yd dash
    9. 800m or 880yd run
    10. 4x100m relay or 4x110yd relay
    11. 4x400m relay or 4x440yd relay

Shot Put – The shot put shall be started as soon as possible. Each put shall be measured upon its completion. In all dual meets, athletes are allowed only 3 throws in the shot put.

Discus – The discus shall follow the shot put. Each legal throw must be measured. As per shot, only 3 throws are allowed.

High Jump – Before the start of each meet, the coaches shall discuss and agree upon the placement of the high jump in the order of events and holding of the bar procedures. The high jump shall not be scheduled to purposely exclude or penalize competitors who are competing in other events. The bar may be held but it may not be lowered.

Long and Triple Jump – The triple jump shall follow the long jump. Each legal jump must be measured. Each competitor gets only 3 jumps.

  1. Division Chairperson or Rep
    1. In addition to the overall CNYCL Chairperson, there shall be a chairperson for each division of the League. Each division chairperson(rep) shall be responsible for the following:
        1. Coordinating the order of events for his/her division subject to the approval of the athletic directors of that conference.
        2. Maintaining the division standings.
        3. Keeping a record of the division meet results.
        4. Representing his/her conference at the Section III and CNYCL meetings.
        5. Securing a site host for the division championship meet.
        6. Securing the ribbons and the tournament banner for the division championship meet.
        7. Acting as meet director at the division championship meet.
        8. Maintaining a list of All-League winners from the conference and distributing the All-League certificates to the coaches.
  2. Awards
    1. Ribbons for places 1-6, the tournament banner insert, and the All-League certificates will be given out by the division reps.
    2. For the team that has won the division title on dual meet record, the coach must obtain the championship patches, championship banner insert and the championship certificates through his/her athletic director.
  3. All-League
    1. To be named to the All-League team, and athlete must:
        1. Win a specific individual event 1 less time than the number of division dual meets the team has(i.e. a double-dual counts as 2 dual meets). Invitationals may count toward this method of qualifying, but non-division duals and scrimmages do not(i.e. If a school has 7 division dual meets, a girls is All-League if she wins the 400m dash 6 times.)
        2. Win an individual or relay event in the CNYCL Championship Meet.
        3. Win and event in the Section III Class Meet, State Qualifier Meet, NYSPHSAA Intersectional State Meet, or the State Federation Meet.
        4. Be approved by a panel consisting of the division rep and the coaches of that division for extenuating circumstances such as a late-season injury to a dominate athlete.
    2. This rule on All-League status includes all CNYCL divisions.

CNYCL Modified Track & Field Rules

Below is listed the information you will need for conducting Modified Spring Track and Field events. These rules apply to all meets between or among schools in the CNYCL, Section III, or the New York State Public High School Athletic Association.

  1. National Federation rules are in effect for both boys and girls with only the below exceptions.
  2. Approved exceptions to National Federation Rules:
    1. Boys and girls are allowed one false start and will be disqualified on a second false start.
    2. Boys and girls run the 1500m run instead of the 1600m run.
    3. If the 3000m run is contested as an optional event, it will be run at the 3000m distance instead of the 3200m.
    4. Uniforms must be acceptable school issued uniforms, but shorts need not match in relays.
    5. Hurdle spacings are different from the standards in the NF Rulebook – SEE #3 Below.
  3. Hurdle spacings for both boys and girls are as follows:
    1. 55m 30" hurdles
      1. Start to first hurdle - 12m
      2. Distance between hurdles - 8m
      3. 5th hurdle to finish - 11m
    2. 200m 30" hurdles
      1. Start to first hurdle - 20m
      2. Distance between hurdles - 35m
      3. 5th hurdle to finish - 40m

    Note: Spacings of the 200m hurdles are exactly the same as the last 5 hurdles of the varsity 400m low hurdles.

  4. Both boys and girls shall use a 4 kilogram metal shot. Please check the weights of you shots and dispose of old, illegal 8lb shots.
  5. Below is the order of events for boys’ or girls’ meets held separately:
    1. 55m 30" hurdles(scoring heat first followed by non-scoring heats)
    2. 200m dash(scoring heat first followed by non-scoring heats)
    3. 1500m run(all competitors are potential scorers)
    4. 100m dash(scoring heat first followed by non-scoring heats)
    5. 400m dash(scoring heat first followed by non-scoring heats)
    6. 200m 30" hurdle(scoring heat first followed by non-scoring heats)
    7. 800m run(all competitors are potential scorers)
    8. 3000m(optional – all competitors are potential scorers)
    9. 4x200m relay(scoring heat first followed by non-scoring heats)
    10. 4x100m relay(scoring heat first followed by non-scoring heats.
  6. Below is the order of events for combined Boy-Girls meets. The instructions in #5 above also apply to each race below)
    1. 55m 30" hurdles Boys, then girls
    2. 200m dash Boys, then girls
    3. 1500m Boys, then girls
    4. 100m dash Boys, then girls
    5. 30000m run(optional) Girls
    6. 400m dash Boys, then girls
    7. 200m 30" hurdles Boys, then girls
    8. 800m run Boys, then girls
    9. 3000m run(optional) Boys
    10. 4x200m relay Boys, then girls
    11. 4x100m relay Boys, then girls
  7. Optional events(pole vault for boys only and 3000m run for boys/girls) will be scored in dual or multi-dual meets only if ALL coaches agree before the meet to score the event(s). They may be conducted and scored in invitationals at the discretion of the meet management.
  8. The field events are: 4 kilogram shot, discus, high jump, long jump, triple jump and pole vault(optional—boys only).
  9. Scoring:
    1. All scoring as per National Federation rules.
    2. 2-way meets are scored as duals.
    3. 3-way meets are scored as double-duals.
  10. Number of entries:
    1. 3 scorable entries per school are allowed in the 55m low hurdles, 100m dash, 200m low hurdles, 200m dash, and 400m dash in all dual meets.
    2. 2 scorable entries per school are allowed in the 55m low hurdles, 100m dash, 200m low hurdles, 200m dash, and 400m dash in all double-dual meets.
    3. Unlimited scorable entries are allowed in the 800m run, 1500m run, 3000m run(if conducted) and all field events in both dual and double-dual meets.
    4. Only one scorable entry per school is allowed in all relays for all meets.
    5. Extra heats for non-scorable runners my be included in the 55m low hurdles, 100m dash, 200m dash, 200m low hurdles, 400m dash and the two relays. The scoring heat for each of the above mentioned events shall be conducted FIRST followed by the non-scoring heats. It is the coach’s responsibility to assign the appropriate number of athletes to the scoring heat in each of the above races.
  11. Contest Conditions:
    1. A maximum of 2 nights of rest between contests is required.
    2. The maximum number of contests shall be 10.
    3. Ten practices are required before the first scrimmage.
    4. Fifteen team practices are required before the first inter-school meet.
  12. Entries:
    1. An athlete may enter a maximum of 3 events per day.
    2. No more than 2 track events or 2 field events may be entered each day.
    3. If an athlete is participating in 2 running events, the total distance may not exceed 1200 meters.
    4. A student is limited to 1 running event if the distance of that event exceeds 1200m. Therefore, if an athlete competes in the 1500m or the 3000m run, he/she may not compete in another running event.
