The rally in 2000 was very different from the preceding year's rally. The weather was cold and wet. Snow mixed with rain to throw a chill over all who attended.

An even greater chill was provided by the increased security at the base. In the wake of the WTO protests in Seattle, the Army photographed the crowds for later identification purposes. Hundreds were issued ban and bar letters.

Eventually, the Army pressed charges on 26 people, including Jack Gilroy of the Southern Tier SOAW. At their trial in May, the 26 received prison sentences and fines.

In 1999, the SOAW of the Southern Tier sponsored three students from Seton Catholic Central High School and one from Vestal High School to attend the rally at Ft. Benning. The students had been inspired by Fr. Roy's appearance in the Southern Tier a month before the rally, and wanted to be part of the rally.

After a long bus ride they arrived with fifty other people from the Southern Tier on a misty day in Georgia. The following day was warm and sunny.
