Ice Sailor Moon (ISM) International was the most prolific and influential Anti-Sailor Moon organization in the history of the Moon War. It had three incarnations since its inception in late 1998, and from what I can tell, this is text from the first. Though ISM International's key opponent was Save Our Sailors (SOS), ISM International found itself fighting a flood of Moonies at a time when the internet was still relatively young and the show Sailor Moon was at its peak. If not for the quick thinking and rapier wits of Kamen Rider Dragon, Lion Jeter, and the famous (and infamous) Kyle Drake, ISM International would not have survived past this first version.

During my search through the internet to find history's lost ASM pages, I happened upon this paultry selection of text. After checking it against several writing styles of past ASM leaders, I determined that this was written before Kyle Drake's tenure as Kamen Rider Dragon's replacement. There is also a section (SOS's Lies: Exposed) that fits Lion Jeter's old writing style. Thus, they are credited with the text's authorship.
After searching tirelessly, I've found that this text may be all that remains of ISM International v.1. If that's the case, then this is quite the treasure, indeed.
