Stevie came to the WWF in the fall of 1999. He basically attempted to copycat other wrestler's gimmicks, and was in a brief feud with Chris Jericho and Chyna. He suffered an injury to his foot and was out for months. He returned in June 2000, and this time he was censoring all content he thought was vulgar, such as The Dudley Boyz' tables and The Godfather's ho's. He apprenticed Bull Buchanan to his cause, and he beat the Godfather in a match where if he lost, he could no longer use his ho's. The next week, the Godfather, now the Goodfather, was the next convert to Steven Richards' cause. They called themselves the RTC: Right to Censor. They set their sights on Rikishi and Too Cool, and beat the trio at SummerSlam. During the next month, he brainwashed Val Venis into joining and all four members teamed to beat The Dudleys and The Acolytes at Unforgiven. He then teamed with Val to beat Billy Gunn and Chyna at No Mercy. He also introduced the first woman member, Ivory, and helped her win the Women's Title.

He continued to play a managers' role in the RTC into the new year, but things started to fall apart after WrestleMania. The RTC disentegrated, and Richards was kicked out as leader. He came back in the Fall, blaming the Undertaker for the demise of the RTC. He brought out his new team, Kronik, who took the Undertaker out. Shane McMahon then offered to make Richards and Kronik part of the WCW/ECW Alliance. Richards accepted, but Kronik was soundly defeated by Undertaker and Kane at Unforgiven. Kronik left the WWF, and Richards continued to wrestle for the Alliance. He disappeared from TV after Survivor Series, when the Alliance was forced off TV as a result of the winner-take-all match.

He returned when the WWF roster split occurred, being drafted to Ric Flair's Raw brand. He teamed with Justin Credible at first but won the Hardcore Title from Bubba Ray Dudley with the help of the Women's Champion Jazz. The two formed an alliance, but Jazz injured her knee and Richards fended for himself, losing and regaining the Hardcore Title many times. In the fall, he joined up with Victoria, who was crazier than him. They feuded with Test and his manager Stacy Keibler.
