The High Council is made up of the High Commander, the Commander, and the Master At Arms. In the WWB Council, if the High Commander wants to do something like kick a member because of misbehavior, the other members of the WWB Council will take a vote. If they vote the member not be kicked out, the High Council votes. If they vote the member does not get kicked, he stays. If the WWB Council votes the member gets kicked, then the High Council will vote. If they vote he gets kicked, he is kicked. If the WWB Council votes he gets kicked, but the High Council votes he does not get kicked, he stays, so the High Council has more power than the WWB Council. The same goes with any other decision.
