As RCW was gaining ground in the latter half of 2004, the roster was now large enough that a secondary singles title could be introduced. Jon Z made the announcement on the October 5, 2004, episode of Foundation that he was instituting the RCW Television Championship, and that the first champion would be crowned at the upcoming pay-per-view Homecoming Hell. The champion would be crowned by holding two separate battle royales. The last two men in each match would be the winners, and go on to participate in a mini-tournament to crown the first champion, with the final match scheduled for the pay-per-view. Christopher Daniels and Swinger won the first battle royale, while Ronin Fox and Insane Dragon won the second. Fox and Daniels would win their respective semi-final matches, with Fox going on to defeat Daniels and become the first champion. Although he was a fighting champion, RCW ran into financial troubles soon after and the promotion folded. Fox lost the title to his brother Cynric at WrestlingRevolution II, the final RCW show, in May 2005. They were the only two competitors to hold the title.
