Here is your color palette. Right click and save as a picture.
1. Open an new image, size 800x600.
2. Add a new raster layer, and flood fill it with color #1.
Note: I have provided a rough sketch, so that you may see where everything is in the image.

4. Paint in the buildings shapes.Use color #2.
5. Change the size of the air brush to 45, and the thickness to 35. Now paint in some windows. Use color #3.
6. Change the size of the air brush to 35 and thickness to 15, rotation 90. Paint a line of color #4 over the windows, and as shown in the building on the right.
7.Change the size of your airbrush to 100, and the thickness to 100. Tap in some color, using color #5, down the right side of the building on the right. End at the snow line.
8. Change the size of the airbrush to 45, thickness to 15 and tap a few window on the side of the building using color #3.
9. Go to your preset brushes, still using your airbrush, and choose the first "smoke" preset brush.
10. Change the foreground color to color #6.
11. Moving your brush lightly back and forth, paint in some "dirty snow" here and there.
12.Change back to the square air brush and set the size 50, thickness 12 and paint in the tall post. Then reduce the thickness to 8 and paint the short poles.
13.Find a preset brush, and paint on a burst of sun, or flash reflection using color # 8.
14. Add new raster layer.
15.I have a shape as a guide for you to paint a car or two into your city snow scene. Use the color dropper to pick up that shade from the color guide and paint in your car/s.
16. When you have finished, use the smoke preset brush once more, and change the color to color #1. Make the brush size small and add some snow to the car.
17.Add some street signs to your tall post using your square air brush. You can determine the sizes. Three or four signs would look good.
18. You can also add some lights coming from the head lights on the car:)
19. Set your air brush to a round shape, size 100, density 7 and spray some snow onto your image.
20. Using your starburst preset brush, or something similar should you not have that one and add an extending street light for more bright color.
Now it's up to you. Add more to your image, or you can leave it as it is!! This is a good basis for many different scenes, and you can try it using trees and a forest in the background with this same color palette.
Here is the same painting done over and adding some more windows to the side of the building on the right. Each time you paint this it will turn out a little differently.
