(I guess you just had some poor propagation when you checked them.) However, for the B-00 period, from 29 October, there will only be one hour of Austria via Sackville. That will be at 1600-1700 UTC on 17865. The evening bloc will be dropped at that point. Gérald says that it may not affect RCI's use of Moosbrunn at the outset, though we'll have to pay for the time that we use over the amount of time exchanged. I know that Austria was on in English last night, since I heard the last few minutes of the programme on CBC Overnight early this morning. Ref. the debate in DXLD 0-117 about the definition of clandestine radio: I've always found this a rather odd debate, and sometimes an irritating one as well. Checking a dictionary is all that's needed to see that "clandestine" is not a synonym for "political", "subversive", "insurgent" or "opposition". It means hidden or secret. It is perfectly reasonable to describe the Falun Gong radio as clandestine as it chooses not to disclose details of its operations. Similarly, the stations that we know hire time from DTK or a site in the former Soviet Union can also be described as "clandestine" as they generally don't publicize their transmission arrangements or other details such as their studio location or the identity of their financial backers. On the other hand, it seems odd that to me that ClandestineRadio.com describes RFE/RL as clandestine. What's secret about it? For what it's worth, BBCM defines clandestine sources as "those which do not specify their location, which specify an imprecise location (e.g. 'liberated territory') or which falsely claim to emanate from a particular location". Voice of Ethiopian Salvation Revealed By Nick Grace C., CRW Washington Bureau September 30th, 2000 Martin Schoech, CRW European Bureau The station being reported as "Voice of Ethiopian Salvation" has been confirmed by CRW to actually be Voice of Ethiopian Medhin. Produced by overseas members of the Ethiopian Medhin Democratic Party (EMDP) based in the United States, programs are aired over DTK Juelich, a commercial short wave broadcast facility in Germany that offers air-for-hire arrangements. EMDP considers itself a broad-based coalition of Ethiopians to democratize the country. Programs, according to a recent press release, advertise the new program "as a medium of free and uninhibited expression of ideas among all Ethiopians." EMDP is a questionable "political party" whose strength appears to be on paper alone. The group produces a monthly magazine, called "Medhin" as well as a website at http://www.medhin.org. Now they have a radio program. Ethiopia is the recipient of a handful of "white" clandestine radio programs broadcast over DTK Jülich, including Rainbow Radio, Radio Xoriyo, Voice of the Democratic Path to Ethiopian Unity, and Voice of Oromo Liberation. With the exception of Voice of Oromo Liberation, which originally broadcast from Sudan between 1988 and 1992, none of the programs aired over DTK Jülich appear to be broadcast by groups with international sponsorship. Hurricane Watch Net Reactivates for Hurricane Keith II NEWINGTON, CT, Oct 5, 2000--Stand by for Hurricane Keith Part II! The Hurricane Watch Net and W4EHW at the National Hurricane Center— reactivated today for Hurricane Keith, which now is about 20 miles from landfall between La Pesca and Tampico, Mexico. The Hurricane Watch Net, on 14.325 MHz, gathers real-time weather information that is relayed via W4EHW to hurricane forecasters. Downgraded to a tropical depression earlier this week, Keith is again a Category 1 hurricane with winds near 90 MPH. A hurricane warning is in effect along the Mexican Coast of the Gulf of Mexico. A tropical storm watch is in effect from Brownsville to Port Mansfield, Texas. Hurricane Keith wreaked havoc on Belize earlier in the week. So far, 14 deaths have been attributed to Hurricane Keith. An unconfirmed report indicates that a US Amateur Radio operator sailing off Ambergris Cay died while attempting to help rescue people from another vessel. Reports indicate that many vessels in the cove were destroyed. The Hurricane Watch Net first activated for Keith last Saturday and continued in operation until midday Tuesday. At the request of National Hurricane Center Director Max Mayfield the Net remained up longer than usual to help collect damage reports. Since the storm came ashore in Belize, weather forecasters and the news media have made extensive use of information provided by Amateur Radio operators. "Ham radio reports indicate that more than 22 inches of rain has fallen to the west of Belize City since Saturday," the Weather Service indicated Tuesday. As the storm moved north into Mexico, possible storm surge flooding was forecast. Heavy rains caused heavy flooding in Belize, Nicaragua, Guatemala and the Yucatan Peninsula. The Hurricane Watch Net has been a primary source of storm information in Mexico, where an AM broadcast station in the Yucatan Peninsula was airing information gathered via Net participant Fidelio, XE3AFC. The Salvation Army's SATERN net continued to handle relief and health and welfare traffic on 14.265 MHz until Wednesday, but remained available if needed and will maintain a daily 1400 UTC schedule. SATERN and the Hurricane Watch Net cooperated in handling reports from the affected area. Amateur Radio reports from Belize, the hardest hit area, indicate considerable property damage, with flooding, collapsed roofs, and downed utility lines. The Salvation Army was providing emergency relief in the form of clothing and shelter. SATERN Director Pat McPherson, WW9E, said SATERN took more than 120 health-and-welfare messages and was still awaiting the outcome on a number of them. I think the U.S. (FCC) should elevate a protest to ITU and all South American telecom administrations for the "laissez-faire" situation this fq is subject of. There is apparently no control of transceivers allowed to operate in the 10 MHz ham radio band. This is a problem that is happening here for years. About the 10000u khz Radio Fuego: About this seemingly station reported in the past week, and about the comments of my friend Horacio Nigro, I say the following: I heard this signal 100% on 10000U khz, not was a mistake, and the signal was coming from Peru, this confirmed 100%, and I also think that may be, probably broadcasted through some personal feeder, but, I can not confirm this totally, simply because I am not a person with eyesight. The certain, is that I heard this station Radio Fuego 104.7 from Peru. Also I heard some argentine stations on 15820 & 8098 U/L khz, that certainly also not are stations with its transmitters, they are relayed by some misteriouly feeders. Horacio have correct appreciations about 10000 khz: this also is a freq. where lot of stupid persons are talking daily with stupid messages & comments all hours wasting energy and time, but the more serious, is that this is a official ute freq for use worldwide for utility stations. Here in Argentina, for not go more so far, we have the LOL stn. May be this was a unknown feeder or know that or who was on 10000U khz, but there was the signal coming. It's a SW relay of the commercial station Respublikanskoye Radio Mix-Master which means Republican Radio Mix-Master. Word Master in Russian is different from English pronunciation. Location is Yakutsk, the capital of Sakha-Yakutiya Republic. I noted the station for the first time on April 4, 2000 on 4940 with interference from AIR and VOR. Respublikanskoye Radio Mix-Master broadcasts daily from 2100 to 1700 UTC on 4940 and 102.5 MHz. Reception in Tomsk during summer was poor. Station's address is: Respublikanskoye Radio Mix- Master, Office 1, ulitsa Oktyabr'skaya 20/1, Yakutsk 677000 Russia. E-mail: mixmaster@hotmail.ru. On this historical evening for the Republic of Yugoslavia where the TV-programmes have been cut off for some hours now due to the big uprising in Belgrade, Radiotelevizija Srbije can still be heard right now with ID at 1908 UTC in Serbian with news and popular Serbian songs. I am unable to tell if the opposition is controlling these broadcasts, but they are well heard here in Denmark on 684 kHz in parallel with 1008 which is heavily QRM-ed. Last night between 2315 and 2345 I tried to catch RTS on mediumwave. 684 was the best signal but has telephone quality audio only; reportedly this channel is now operated from the Aleksinac transmitter which used to be on 1008. This 1008 channel was the second audible RTS frequency, contrary to 684 with a broadcast quality feed but weaker, although I guess it should have a bit more power than just 1 kW. What I heard was first a phoned-in report with frequent mentions of Serbian radio and TV, a kind of short news and finally an extended talk with a studio guest until I gave up bothering with the poor signal. These items were framed by the lively music which was already reported by Anker Petersen. My impression, which seems to be backed by the news reports I heard so far: No spectacular take-over, instead programming of a just liberated broadcaster; it appears to me as similar to GDR radio in 1989 (Kai Ludwig, east Germany, Oct 6, DX LISTENING DIGEST) ** SERBIA. When the sale is complete Latino Communications plans to change the format of KVOD-AM to Spanish-language. This frees up Crawford to switch ``KLV-AM`` to classical." This is both good and bad news. Good in that classical radio will continue in Denver. Bad in that the effective power of the 1220 frequency is much lower than 1280. Perceptive Denver radio listeners will recall that Zee Ferrufino sold 1220 AM to Crawford for around $1.5 million within the last year. (Glenn Hauser, WORLD OF RADIO 1053, DX LISTENING DIGEST) To All Interested Parties: As you might have seen on the news, a tropical storm has dumped about 48 continuous hours of torrential rains on the Miami area, causing the worst flooding here in many years. It is far worse than Hurricane Irene in October of last year or the flooding caused by Hurricane Andrew in 1992. Streets are flooded, thousands of cars stalled out and abandoned, most access routes to the airport blocked, and many businesses and homes have been flooded with water. Electrical power and cable TV have been out for thousands of residents. All schools and most businesses were closed on Wednesday (Oct 5), and many will be closed again on Thursday (Oct 6). Water supplies are contaminated. Authorities have advised residents of Miami-Dade County not to venture out of their houses unless they have business of vital importance. Our main office has been inaccessible for the past two days. The storm and flooding have caused several interruptions to WRMI's regular broadcast schedule during the past two days. Our morning transmission to Latin America on 9955 kHz October 5 could not be broadcast as access to the transmitter site was impossible, and the evening transmission on the same day to North America on 7385 kHz could not be broadcast since the floodwaters were over the base of the North American antenna. The evening Latin American transmission on 9955 kHz was expanded to compensate somewhat for the problems. The floodwaters are beginning to go down slowly now, although some additional rain is expected over the next few days. It will likely be at least two or three days (and possibly longer) before things get back to a near normal situation, and during that time it is likely that we will have some additional schedule variations. We had planned to begin testing our new daytime North American frequency of 15725 kHz between 1200-2200 UTC this week, but the flooding has set this back to at least sometime next week (the week of October 9). Trouble is, this isn't an official freq. Here are the details: USA 4278.5 U AFRTS at 1100: This station IDs during this time slot as: "The beat heard around the world, AFN Jams" Very clearly Armed Forces Network, no question about it. During this time slot, it relays a live feed of The Tom Joyner Morning/Radio Show, a Black syndicated morning program in the US. Was able to check against a local FM station which also carries this program, to confirm that it was indeed a live feed. This freq. runs PSAs both military, and general, during the commercial slots. This station does not match outlets on 6350 or 6458.5. Good solid signal, the only problem is this station is under a powerful utility transmission. I checked, and its also audible in the evenings at 0000 as well. (Hodgson Aug 25) I have documentation in the form of cassette recordings supporting my claim. I sent a reception report to the government, and this is the response: Dear David, You are correct. The 4278.5 kHz is not an authorized frequency for AFRTS. I have no explanation for this occurrence. Three executives at Vatican Radio will be tried in Rome over its allegedly harmful electromagnetic pollution. The decision follows a magistrates' inquiry after the Vatican said that it was not answerable to Italian law. Assisted by lawyers, including Eugenio Pacelli, a nephew of Pope Pius XII, the Vatican said that there was no proof. The inquiry began after it was shown that in a three mile radius of the station`s antennae at Santa Maria di Galeria, Rome, the percentage of tumours and leaukemia among the 30,000 inhabitants was well below average. First private radio station begins broadcasting | Text of press release by the Windhoek-based Media Institute of Southern Africa (MISA) on 3rd October The 'Herald' newspaper has reported that Capitol Radio, Zimbabwe's first private radio station, has begun broadcasting, a week after the Supreme Court struck down the law giving the government a monopoly over the airwaves. According to the 'Herald' source, the station began broadcasting on 29th September. This was confirmed by Mike Auret, one of the owners of the station. Auret told MISA [Media Institute of Southern Africa]- Zimbabwe that while the station had been broadcasting musical programmes and the station's identity since Friday 29th September, it began broadcasting live programmes on Sunday 1st October. The 'Herald' reported that the minister of state for information and publicity, Jonathan Moyo, had expressed grave concern about what he referred to as "pirate radio stations" broadcasting within the country in contravention of the law. He said the relevant authorities were making full investigations to identify such broadcasters and their broadcasting locations with a view to taking appropriate remedial action. Auret told MISA-Zimbabwe that the station was ready to go back to the Supreme Court if the government tried to stop its operations. Meanwhile, government lawyers and consultants working on new broadcasting regulations have dismissed reports in the 'Financial Gazette' that claimed the new regulations would be tough. The lawyers told the 'Herald' newspaper that although the Supreme Court had declared sections of the Broadcasting Act unconstitutional, it had not done away with the Post and Telecommunications authority's function of issuing licences for broadcasting and other transmission equipment. They also denied allegations that any broadcaster who slighted the name of the president would be liable to a fine of 2m Zimbabwean dollars. Zimbabwe's first independent radio station was closed by armed police yesterday. Capital Radio's studio in Harare was searched and stripped of all equipment by officers at 2am, despite a High Court judge's order cancelling their search warrant. Fearing arrest, Gerry Jackson, the presenter, and Michael Auret, the director, were forced to go into hiding. The home of Daniel Coltart, another director, was also raided and searched. Capital had been broadcasting since Sunday, after a Supreme Court declaration last month struck down the monopoly enjoyed by the Zimbabwe Broadcasting Corporation. Prof Jonathan Moyo, the Information Minister, accused the station, which has been transmitting light music, of being "a threat to our national security". He said it was in breach of new regulations that came in to effect on Wednesday. They force all independent broadcasters to allow an hour every week for the government to "explain and advance its policies". The police operation began on Wednesday afternoon when 10 officers massed outside Capital`s studio at the Monomatapa Hotel. Almost simultaneously, armed police visited the homes of Ms Jackson and Mr Auret in Harare and of Mr Coltart in Bulawayo.
