بفلسطين، وتحمل الجنسية الأردنية. تلقت تعليمها الابتدائي في نابلس ثم ثقفت نفسها
بنفسها، والتحقت بدورات اللغة الإنجليزية والأدب الإنجليزي. وفدوى طوقان كانت عضوا
في مجلس أمناء جامعة النجاح بنابلس. وحضرت العديد من المهرجانات والمؤتمرات
العربية والأجنبية. <o:p></o:p></span></p>

الشعر عن طريق أخيها الشاعر إبراهيم طوقان. وقد عالج شعرها الموضوعات الشخصية
والاجتماعية، وهي من أوائل الشعراء الذين عملوا على تجسيد العواطف في شعرهم، وقد
وضعت بذلك أساسيات قوية للتجارب الأنثوية في الحب والثورة، واحتجاج المرأة على
المجتمع. ولشعرها مراحل، فقد تحولت من الشعر الرومانسي إلى الشعر الحر ثم هيمنت
