...or WJC'S COMMANDER-IN-CHIEF?

[REIDENTIFYING THE NATION...or
DELIVERING U.S. TO THE ENEMY?]

ON FRIDAY, FEBRUARY 12, 1999, THE UNITED STATES OF AMERICA
OFFICIALLY DIED. Do you think I am being overly-dramatic? I'm not. That is a simple
statement of fact. When the Republicans sold out to Clinton and the Liberals - Klinton
walked. That was the signal that Klinton had finally pulled the teeth of the Constitution
and the US Congress - just as he had promised in Australia. THERE IS NOTHING ON
EARTH NOW THAT CAN STOP THE TAKEOVER. Everything from here on in is simply a
dog-and-pony-show.

The enemy troops are not in Russia, China, or even at the gate. They are INSIDE
the gates: they have been here for some time now, and our troops [unwittingly] have
actually been training these troops on how to take over our country! We have been under
secret unactivated-martial law since the Civil War. Now, it will become activated - still
secretly - all over this country and around the world. Like the waitress in a fine restaurant,
BILL CLINTON is on the front lines and taking the heat. But, as we all know, the real
power - the chef - remains behind the scenes. In the "President's" case, the real power is
HILLARY RODHAM CLINTON. As his CIA handler, she is his COMMANDER-IN-CHIEF and
calls the shots in this country.

If, like so many people, you still believe there is time, that the American people
will stand up and fight "when the time comes," prepare for a shock: The time HAS come!
This is not a traditional war. It is a "silent," [protected by the media] war and it has been
going on for years. Now, it will rapidly accelerate into all-out war. The following reveal
HILLARY's strategy and how she is preparing for the takeover:

"HILLARY CLINTON, the U.S. JUSTICE DEPARTMENT, and the WHITE HOUSE
were found guilty on 18 Dec. of LYING UNDER OATH and OBSTRUCTING JUSTICE, and
were ordered by a federal judge to pay $285,000 in attorney's fees to the ASSOCIATION
OF AMERICAN PHYSICIANS AND SURGEONS. The order was issued in Washington, D.C.
by U.S. District Judge ROYCE LAMBERTH. It brings to a close litigation initiated in
February, 1993 (AAPS v. HILLARY CLINTON), filed after HILLARY's health care task force
repeatedly met in secret with private power-brokers to socialize the U.S. health care
system... " [1]

"...She demanded a position within the administration equal to CO-
PRESIDENT...the UNELECTED...wife of the President began blundering along, managing
DOMESTIC POLICY for the United States...She also attempted to run the WHITE HOUSE.
Doing so, she hired the strangest group of misfits ever to be joined together in
government service. GAYS, DRUG ABUSERS, and even BAR BOUNCERS and COMMON
THIEVES, were brought together into the seat of government administration and given
FREE ACCESS TO GOVERNMENT SECRETS [WITHOUT benefit of FBI checks!].

"...the first two years of the new administration was clearly an unmitigated
disaster. Soon the stories began about them...They were from the poorest, worst run, and
MOST POLITICALLY CORRUPT state in the country...As it turned out, the couple had a
very checkered past. And, after their first few months in office, that past began catching
up with them...ILLEGAL CAMPAIGN FINANCING, FRAUDULENT LAND DEALS, BANK
FRAUD, flagrant PROMISCUITY, and ILLEGAL DRUGS...this couple were involved in them
all.

"But they didn't need to worry. THEY HAD CONTROL OF ALMOST ALL LAW
ENFORCEMENT, after all. So, they FIRED all the INVESTIGATORS and PROSECUTORS
who might investigate them. Then, they replaced the prosecutors with people loyal to
their administration and saw to it that the INVESTIGATIONS looking into their past
misdeeds were SQUELCHED...they devised an aggressive method for preemptive strikes.
A very special DATABASE was compiled...containing information on the many thousands
of American citizens who could possibly be a threat. The FBI, SECRET SERVICE, IRS, and
other government agencies provided reams of background data on anyone of
interest.This knowledge, and the PROPER USE of this personal information, would
SILENCE most any foe.

"Even so, someone did shake their closet...People suddenly started talking about
their checkered past out loud, and publicly. And others the administration COULD NOT
THREATEN INTO SILENCE suddenly began open investigations. Clearly, another level of
protection was needed. For this, they did what they did best in life: They set up a
campaign committee...They set up a SECRET PRESS ROOM with dozens of writers and
publicists. Then they enlisted the aid of certain well placed MEDIA professionals. And, to
run interference...they brought in a room full of high-powered LAWYERS...

"DAILY TALKING POINTS were passed to their USEFUL IDIOTS in both the MEDIA
and CONGRESS. Any bad press, any legal accusation, any hint of a new scandal, was
immediately met head-on by the campaign workers. Then the ATTORNEYS would come
out to put a FAVORABLE LEGAL SPIN on the story. Lastly, their loyalist followers in
CONGRESS and the PRESS would LABEL everything as being no more than a vicious
RUMOR...perpetrated by FAR RIGHT-WING GOVERNMENT-HATING MALCONTENTS.

"The STEALTH CAMPAIGN worked well. No matter what the proof, most
accusations were easily quelled early on...To any outsider, it always seemed that there
was a strong CONSENSUS [i.e., non-stop CONTROLLED "POLLS"] of authoritative
opinion in favor of the administration. Even so, there was still talk. Little by little, their
past misdeeds were coming out. Little by little, the people were learning the real
truth...Finally, after stories of egregious misconduct became common knowledge, a
SPECIAL PROSECUTOR was demanded to look into their background. This, of course,
triggered an escalation in their campaign activities. To keep public interest away from the
administration's woes, DIVERSIONS were created. One such diversion was to launch a
PERSONAL ATTACK ON THE SPECIAL PROSECUTOR...an aggressive DISINFORMATION
CAMPAIGN attacking him personally was launched...

"Unofficially, the special prosecutor had already nailed a few members of the
administration. He had INDICTMENTS, and could present the indictments any time he
wished...LEGALLY HE HAD THE UPPER HAND...with the presidential election only a few
weeks away...the administration CUT A DEAL...The indictments would be put on hold for
a while...But by then the administration could afford to stop their campaign against the
special prosecutor. Their SMEAR CAMPAIGN against the SPEAKER OF THE HOUSE was
progressing successfully. The administration's USEFUL IDIOTS in the press and
Congress had done their jobs much better then expected. The campaign worked so well,
in fact, that the news of the Speaker's problems kept any speculation about the
president's legal problems out of the press for weeks.

"...Suddenly the Speaker's problems ended, and all of the administration's still
existed. Without another diversion...it was their turn to be crucified in the press. Because
now, there were DOZENS OF NEW SKELETONS packed into the president's closet...So,
their STEALTH CAMPAIGN COMMITTEE went on PREEMPTIVE STRIKE AGAINST THE
PRESS...the administration suddenly complained that the press was RIGHT-WING...The
few in the MEDIA who actually are CENTRISTS, or a little to the Right, thought such
statements from the White House to be great fun. They published this White House
attempt at DISINFORMATION widely. The FAR LEFT ESTABLISHMENT MEDIA thought
differently...they too began to accept the fact that there were some very serious problems
with those within the White House...So, on inauguration day, the president found himself
in a very precarious position..." [2]

As we know, the DIVERSION they chose this time was the most brilliant of all: an
"IMPEACHMENT TRIAL." Why the most brilliant? Because ending it with a "NOT GUILTY"
verdict also ENDED ALL INVESTIGATIONS into ALL - past or future - Clinton scandals.
Now, they are free to do whatever they wish. So, let's see what they choose to do [Note
the last incidents are VERY recent]:

"On JUNE 7, 1994, my daughter FARREN CARROLL and I (LEE CARROLL) were
forced from our home by a large group of people, which also encompassed local and
federal law enforcement officials...I was later to learn that police officials from the local
AURORA, IL police department or more specifically, the DRUG & GANG UNIT, of the APD
were working in conjunction with two distinct agencies in an attempt to illegally
confiscate and seize our property at 1006 W. Downer Place in Aurora, Illinois. These two
little known agencies are known as the M.J.T.F or the MULTI-JURISDICTIONAL TASK
FORCE and FINCEN or FINANCIAL CRIMES NETWORK..."

First some background information:

"On OCTOBER 9, 1992 a man calling himself MARK called into the TOM
VALENTINE program on the shortwave radio broadcast of RADIO FREE AMERICA. He
gave detailed information on three groups of military and police forces. The first group is
the MULTI-JURISDICTIONAL TASK FORCE (MJTF)...the VELVET GLOVE on the IRON
FIST...comprised of NATIONAL GUARD, ATF, FBI, LOCAL AND STATE POLICE and the
UNITED NATIONS NATIONAL POLICE FORCE...also...STREET GANG
punks...MURDERERS and RAPISTS who were recruited from the ghettos. They are being
paid a handsome salary while going through PARAMILITARY training in special
GOVERNMENT BOOTCAMPS. They [are being] used to conduct ILLEGAL SEARCHES of
cars, trucks and the passengers of same looking for guns and other weapons. They [are]
also conduct[ing] ILLEGAL HOUSE-TO-HOUSE SEARCH OPERATIONS during which
they...seize GUNS, FOOD STORES, RADIOS and politically incorrect reading materials
such as PATRIOTIC literature and religious material such as BIBLES. During these 'raids'
family members will be categorized and separated. Then they will be placed in an
'EMERGENCY CUSTODIAL FACILITY.' They will be sent later to different INTERNMENT
CAMPS camps for 'INTERROGATION'...

"The next group described are the FINCEN troops. They are FOREIGN military and
SECRET POLICE brought into the U.S. for deployment AGAINST AMERICAN CITIZENS
(under authority of EXECUTIVE ORDER, INTERPOL, and the UNITED NATIONS). The
highest level of authority are UNITED NATIONS BATTLE GROUPS. They have been
entering the United States Territory through Canada by PRESIDENTIAL EXECUTIVE
ORDERS signed on NOVEMBER 11, 1990. They have been performing JOINT MILITARY
EXERCISES with U.S. troops on MILITARY BASES across the nation and on FOREST
SERVICE land in MONTANA and IDAHO. They will be utilized to CONTROL CITIZENS of
the United States during the implementation of FEMA and the CONFISCATION OF
FIREARMS. Folks, they are getting ready to take this to a TOTAL COMMUNIST
NATION...using the same stategy that HITLER used. If you don't believe me, read the
book that Hitler wrote, namely, MEIN KAMPF. Therein lies his plan for using propoganda
and seizing firearms since CITIZENS WITHOUT WEAPONS ARE UTTERLY HELPLESS and
the creators of terror know this!

"MARK has had a career in the military as an INTELLIGENCE ANALYST and gave
a lengthy description of his background and expertise. He said the incident in NORTH
IDAHO was pre-planned to flex their AUTHORITY and demonstrate their ability to occupy
and control a specific area. There were between 200 and 2800 UNITED NATIONS TROOPS
in the staging areas in the northern Idaho area during the RUBY [RIDGE] seige. Mark lists
other troops in MONTANA: Two brigades EEC MECHANIZED INFANTRY, two brigades
STANDARD MECHANIZED INFANTRY, 1st CANADIAN ARMORED DIVISION, one light
JAPANESE SECURITY DIVISION, one light mixed UNITED NATIONS BRIGADE (1200),
197th MECHANIZED UNITED STATES TROOPS from FT. KNOX (transfered by train to the
area to train these units.)

"It took three weeks to build up the troops. They were in the area for eight weeks.
The UNITED NATIONS TROOPS move across the United States and Canadian border at
will and are now in Canada, about 100 miles north of the border. Other UNITED NATIONS
BATTLE GROUPS in America are revealed by Mark to be in the following areas: FT. DRUM
(upstate New York), FT. DIX (New Jersey), NORTH CAROLINA next to Virginia (34,000),
TEXAS PANHANDLE near Oklahoma (43,000), south of LOS ANGELES (22,000 supplied by
the UNITED NATIONS NAVAL FORCES), throughout MICHIGAN, MONTANA (37,000) and
SACRAMENTO (20,000).

"It is at this point where I take up our story again. After a forced and prolonged
association with the corrupt MJTF and FINCEN organizations over the last three years,
their character has become quite transparent. They are the lowest form of life imaginable:
They are LIARS, THIEVES and MURDERING MERCENARIES being paid for their
corruption with the hard earned dollars of the American taxpayer. The MJTF and FINCEN
agencies are under the control of the JUSTICE DEPARTMENT and work under the
immediate direction of FEMA. These are the individuals that will be sent out to provide
aid to the PUBLIC SCHOOLS should a NATIONAL EMERGENCY be declared. As I write
this, these same organizations are being used enmasse throughout the United States as
ILLEGAL FORFEITURE SQUADS. They have been given their marching orders to TAKE
ALL THEY CAN, ANY WAY THAT THEY CAN!

"While in DES MOINES, my daughter and I wrote affidavits which chronicled, in
detail, our horrendous ordeal. We handed these out to key people in JUNE 1995. That,
coupled with other key events, caused our pursuers to back away and seemingly
disappear. We returned tenatively to our home in AURORA on AUGUST 19, 1995 not
knowing whether we would be able to stay there. For the next twenty one months things
seemed to be relatively uneventful...

"However, in late MAY 1997, a few days before MEMORIAL DAY, I noticed an
EXTREMELY-HIGH RINGING SOUND in my daughter's room...My daughter told me the
ringing had been there since we had returned in AUGUST of 1995...As the night wore on
into the early morning, the high-pitched ringing became even more intense. It was now
3:30 a.m. There was a feeling of oppressive pressure in our ears and heads. We felt
shooting pains in the right side of our heads and experienced nausea. We knew we
couldn't stay in the house any longer. We slept in our cars the first few nights but could
STILL HEAR THE RINGING SOUND. Upon closer inspection, we realized that our entire
yard was swept with a FIELD OF HIGH-FREQUENCY SOUND. The strength of this field of
sound can actually be felt: It as though one is moving against an INVISIBLE WALL.

"Next, we tried to stay in motels but we were followed by the groups discussed
earlier...Several incidents took place that indicated OUR LIVES WERE IN DANGER...We
realized that we were safer at home. When we attempted to return we were overcome at
the front door with a feeling of nausea, muscle cramps and numbness in our limbs. When
we opened the door the house was filled with TOXIC FUMES. That evening we stayed
with a neighbor and called a friend in another state. The next morning, by the time our
friend arrived in Aurora, the fumes had dissipated and were undetectable...we realized
that THE FUMES, AS WELL AS THE SOUNDS, COULD BE CONTROLLED by someone.

"My daughter and I went to NORTHWESTERN UNIVERSITY in DEKALB, IL seeking
further information on ULTRASOUND...our tormentors..now knew that we were aware of
the type of measures they were taking against us. After that we were violently attacked by
the MJTF and the FINCEN organizations...When we drive, we are followed by a number of
DIFFERENT CARS...in a manner that almost defies the detection of one particular
individual. When we go for a walk, we are followed by cars as well as other people on
foot...Our TELEPHONE remains TAPPED and has been...since (at least) the fall of 1993...

"We now know that the high frequency or ultrasound is being intentionally
directed into our home. A range of 63,000 kilohertz has been determined...ABOUT 40,000
KILOHERTZ ABOVE HUMAN HEARING...Our dog cried for months...Unbeknownst to us,
his hearing was being destroyed. We suspect other weapons of torture are being used on
us besides the obvious acoustical frequency. We have been experiencing sharp, LASER-
LIKE PAINS in our eyes and seeing via our peripheral vision...shafts of light around
us...my daughter's...hands have become terribly chapped and are a dark brown color to
the wrist. IT LOOKS AS IF SHE IS WEARING GLOVES...

"...Another insidious device of torment is the use of SMALL PLANES which sweep
down over our property and cars DUMPING DEADLY PESTICIDES and FERTILIZERS. This
has been going on since MAY at the same time we discovered the 'acoustical intruder' in
our home. My daughter and I have experienced rashes, terrible red welts and a general
feeling of nausea. One of the aforementioned small planes actually has flown at near
treetop level as it attempted to SPRAY MY DAUGHTER AS SHE WALKED THE DOG...On
AUGUST 7, 1997...we found that someone had gained access to our vehicle and sprinkled
a LETHAL SUBSTANCE in a bag of new purchases and throughout the car...We are
unable to drive either of our cars at this time because the interiors are now so toxic.

"Recently, I was given a copy of the JULY 7, 1997 issue of U.S. NEWS AND
WORLD REPORT. The article featured on the front cover is entitled 'WONDER
WEAPONS'...the new 'SCI-FI' WEAPONS actually being developed right now. After reading
the article we could see the pieces of our puzzle falling into place. We realized...that we
are being experimented on like labratory rats...it is a MILITARY EXPERIMENT...these are
WEAPONS OF TORTURE that have the potential to MAIM or KILL...the people responsible
for conducting such experimentation are profiting handsomely from our misery!..This so-
called experiment must have been going on for the last two years, perhaps even longer!
My daughter started experiencing severe pains in the right side of her brain shortly after
we returned to our home in AUGUST 1995...her health failed dramatically...

"...There were also SIX MEN INITIALLY INVOLVED in the criminal activities
perpetrated against us in 1994-95. TWO of these men have PROMINENT POSITIONS in the
Aurora Police Department and are members of the M.J.T.F. ONE was RECENTLY GIVEN A
PRESTIGIOUS POSITION in Aurora city government. The other THREE are FEDERAL
AGENTS. I feel they think we know too much and DON'T PLAN ON US GETTING OUT OF
THIS THING ALIVE...They are assuming that we are DISPENSABLE people.

"It is altogether possible that the major reason is the fact that the military type
experiments that are being performed on us are classified TOP SECRET information.
They don't want this information to leak out to the American public. They will obviously
do WHATEVER THEY HAVE TO DO to contain this information. They are attempting to
'kill two birds with one stone', furthering and protecting illegal, unethical and immoral
high-tech experiments and ELIMINATING THE EVIDENCE...the victims of that
experiment...

"...I feel one can logically assume that WE ARE NOT THE ONLY PEOPLE that they
are doing this sort of experimentation on. The powerful energy being directed into our
home is coming from SATELLITE TECHNOLOGY. The coordinates for directing this
energy can be set up almost anywhere. I feel the GESTAPO-like treatment...is a barometer
of the condition of this country and A FORESHADOWING OF THINGS TO COME FOR ALL
AMERICANS...

"Sadly, our dear companion and fearless defender, COMMANDER, a black Chow
Chow fell victim to the assault against us as well. His hearing and health were finally
destroyed...Despite nights of crying in misery, he stood firm in his post as protector...We
will miss him greatly...As of NOVEMBER of 1997, the onslaught against us has increased.
We have received DEATH THREATS via telephone and been THREATENED BY THE
LOCAL POLICE. We are concerned for our very lives with NOWHERE to turn...It is our
plea that all concerned citizens would come forth and support us during this critical
time...To reach us via mail write to: Lee & Farren Carroll, 1006 W. Downer Place, Aurora,

"...according to a special report in the D.C.-based "COUNTERPUNCH" newsletter
(Jan 1-15, 1997), the prisons and workhouses are booming...in the good old U.S.A. and
while the numbers in stir (1.6 MILLION Americans were in prison at the end of 1995) might
appall some, the clanging of the cell doors means sweet music to the growing
PRIVATELY-owned prison industry.

"...the kingpin of JAILING FOR DOLLARS, the CORRECTIONS CORPORATIONS
OF AMERICA, has seen its stock value soar from $8 PER SHARE IN 1992 to $30 IN 1996,
with an 81% INCREASE IN REVENUE IN 1995 alone. Other PRISON-FOR-PROFIT outfits
have seen similar increases, including WACKENHUT, which is now listed among
FORBES' top 200 small businesses. All told, private prisons have seen their 'market
share' grow from FIVE PRISONS in 1987 to OVER 100 as of this issue...Private prisons
have resorted to imposing tougher disciplinary standards (like making it harder to get
time off for good behavior') and MISHANDLING or LOSING PAROLE PAPERS and
FORCING INMATES TO STAY BEYOND THEIR RELEASE DATES in order to maintain the
REQUISITE 90-95% OCCUPANCY RATE to avoid, as PRUDENTIAL SECURITIES has said,
'low occupancy...a DRAG ON PROFITS.'

"Prisons have proven such a good source of CHEAP LABOR, corporations are
flocking to the jailhouse to maximize profits...The tactic has proven so lucrative that a
U.S. company operating in Mexico CLOSED DOWN its operations and MOVED them to
SAN QUENTIN, while another firm dumped 150 workers in Texas and set up shop in a
private prison in LOCKHART, where prisoners now assemble circuit boards for such
outfits as IBM and COMPAQ. State legislator KEVIN MANNIX of OREGON has issued an
invitation to NIKE to shift its operations from INDONESIA to his state. [!]

"We could offer competitive prison labor,' says Mannix. How competitive? Pay
scales, which may run as high as $400 per month 'take home' in GOVERNMENT prisons,
are as low as 17 CENTS PER HOUR in PRIVATE prisons. Pay rates at the CCA prisons
MAX OUT at 50 CENTS PER HOUR for 'highly-skilled labor.' Such financial rewards don't
go far in the private canteens, where the BUY-LOW, SELL-HIGH axiom of the free market
abounds. Inmates in a CCA-run facility in Florida complain of $2.50 charges for PHONE
CALLS, and exorbitant prices for necessities such as SOAP, TOOTHPASTE,
TOOTHBRUSHES, and CLOTHING, which are PROVIDED to inmates at GOVERNMENT-
run prisons...Large-scale investors too, capitalizing on hard times, are buying in big.
Among their celebrated names backing the prison business are AMERICAN EXPRESS,
GENERAL ELECTRIC, GOLDMAN SACHS & CO., and MERRILL LYNCH, SMITH &
BARNEY. High-tech firms are scrambling to move items like MONITORING SYSTEMS
which BAR CODE prisoners, while AT&T hustles to get a lock on the PRISON
COMMUNICATION BUSINESS.

"The social cost? Former correction officer JEROME MILLER estimates that the
'AMERICAN GULAG' SYSTEM will house between THREE AND FIVE MILLION INMATES in
the next 15 years, composed mostly of AFRICAN-AMERICAN men.

"The PRICE SYSTEM is resilient...corporate America loses no opportunity to
exploit the trend. GRIND A PORTION OF THE POPULATION DOWN to the point at which
CRIME IS THEIR ONLY WAY OUT. Then IMPRISON these people (at TAXPAYERS'
expense) and USE THEM to turn out products at wages amounting to a FRACTION of
those on the outside, DISPLACING HIGHER-PAID WORKERS, many of whom will also be
FORCED INTO ILLEGAL OR VIOLENT ACTS TO SURVIVE or as a reaction to the stress of
economic insecurity (especially as GOVERNMENT SUPPORT PROGRAMS ARE CUT to
the bone) - thus CREATING A CONSTANT SUPPLY OF LOW-WAGE INMATE WORKERS.
What kind of motivation is there to reduce crime when investors' profits depend on full
prisons? Not only do the chief beneficiaries of the Price System enrich themselves...they
will no doubt be congratulated by a population seeking protection from the victims of
THE VERY SYSTEM THAT IS RESPONSIBLE FOR MOST OF THE CRIME - and
gleefully...snatch up those cheap goods that once again proudly say, 'MADE IN U.S.A.' "

The following concerns requests for military training from local law enforcement
personnel around the country...

"Message traffic originating from COMBINED JOINT TASK FORCE - Six J3, dated
141631Z JUL 95 (message ID 1951846), destined for all active duty ARMY SPECIAL
FORCES GROUPS, NAVY and AIR FORCE SPECIAL OPERATIONS units and support
units, described unresourced counterdrug MOBILE TRAINING TEAM missions for Fiscal
year 96. Information copies were sent to, among others, OPERATION ALLIANCE (FT.
BLISS, TX), (a farce, since the unresourced requirements were forwarded through them to
JTF-Six to begin with), PROJECT NORTHSTAR (BUFFALO, NY), and OFFICE OF THE
SECRETARY OF DEFENSE, OCDEP-S/OSD-ISA. An information copy to this last office is
not necessarily ominous, but it is...interesting.

"The message also announced the JTF - SIX SEMIANNUAL PLANNING
CONFERENCE...held at JTF - SIX Headquarters on BIGGS ARMY AIRFIELD...and the Ft.
BLISS NCO CLUB between 19 - 21 SEPTEMBER 1995. During this conference, unit
participation in FY 96 missions was solicited. Missions specifically directed to UNITED
STATES ARMY SPECIAL OPERATIONS COMMAND (USASOC) CONTINUE the

"The ROCHESTER, NY Police Department also requested a 'TACTICAL
COMMANDER'S COURSE' to better learn how to use their newly-MILITARIZED cops (13
Nov -17 Nov 95). Yet more chilling, is a request by an anonymous entity referred to only
as "REG CD TNG" in MISSISSIPPI, for a SPECIAL FORCES MTT to integrate CLOSE
QUARTER BATTLE (CQB) techniques onto 'an existing SCHOOL CURRICULUM.' (04 Nov -
09 Nov 95). Since there are no CQB teams in CONUS this mission will likely be picked up
by SFOD-D. (SFOD-D's mission is no longer limited to counterterrorism - just thought
you'd like to know that. Editor).

"Here is a curious one. The NEWARK, NJ FBI office requested an MTT for 'SHIP
BOARDING AND SEARCHING techniques...TACTICAL MOVEMENT, basic MAP AND
COMPASS techniques and DAY/NIGHT MOVEMENTS.' (16 Oct - 20 Oct 95). During this
same time period, the FORSYTH COUNTY, NC Sheriff Office requested, '...PATROLLING,
LAND NAVIGATION, BOOBY TRAP RECOGNITION and WEAPONS TRAINING.

"Eight SNIPER MTTs were designated for USASOC US Attorney, HOUSTON, TX

these missions are 'legal,' and 'within the bounds of the CONSTITUTION' - the
DEPARTMENT OF THE ARMY said so, so it must be true [yeah, but WHOSE
Constitution??] - and since you are annually extorted at gun-point to pay for all this, the
public and press are cordially invited to be present and observe training on the dates and
at the locations cited above. Please contact your local police or sheriff department for

"Defense attorneys who wish to be proactive should prepare their lawsuits in
advance, based on the rulings of POPOW v. CITY OF MARGATE, 476 FEDERAL
SUPPLEMENT, 127 (D.N.J., 1979), in the event these public defenders decide to actually
use the training they are given by their legally unqualified, and therefore incompetent,
military trainers. SFU can provide expert defense witnesses for AMOUT, CQB, and sniper
related law suits. They are expensive, but they are good." [5]

"Lieutenant Colonel KENNETH MCGRAW, Public Affairs Officer (PAO) for the
UNITED STATES ARMY SPECIAL OPERATIONS COMMAND (USASOC) has a thankless
job. For all practical purposes his job description reads: 'Lie for the chain of command.'
Public Affairs officers do their jobs the best they can. 'Professionalism' demands it. In
fairness, LTC MCGRAW simply repeats to the public the lies he is directed by the chain of
command to tell them. PAOs squirm like snared weasels when their general's lies are
caught-out, promise to call you back, which they do after the 'NEW TRUTH' has been
properly rehearsed. For example: '[T]hey are dark olive green helicopters, NOT BLACK.'
Dark OG or black, the helicopters that began buzzing in and around an abandoned
Pittsburgh, PA, industrial park and hospital at 2200, 03 June, 1996, were not part of
'routine' training by 'Green Berets,' as described by LTC McGraw. 'Overall, nine
helicopters - six OH6 SCOUTS and three MH-60 BLACK HAWKS - were utilized, though
not all at one site,' McGraw said.

"True enough, as far as his explanation went, but the helicopters involved were
from 1st BATTALION, SPECIAL OPERATIONS AIR REGIMENT (SOAR), based at FORT
CAMPBELL, Kentucky. 1st Battalion, SOAR is dedicated to the direct support of COMBAT
APPLICATIONS GROUP (CAG), more popularly know as SPECIAL FORCES
OPERATIONAL DETACHMENT-DELTA (SFOD-D.) And 1ST BATTALION's helicopters are
BLACK. The 2ND and 3RD BATTALION's helicopters are DARK OLIVE GREEN. The
helicopters in question were 'LITTLE BIRDS,' OH6s modified as DIRECT FIRE GUNSHIPS
capable of carrying a four-man 'brick' in 'people-pods' to secure the landing zone, and
MH-60Ls which follow on with the main assault force. LTC McGraw went to extraordinary
lengths to play down reports of gunfire and explosions as 'SIMULATORS' and
'RECORDINGS of gunfire and explosions from on-board public address systems.'

"Asked why the public wasn't notified about a military exercise, LTC McGraw
stated 'We don't put out any broad, sweeping statement [announcing such exercises] that
covers everybody.' (Weasel - English translation: 'It was supposed to be a SECRET.') 'We
don't want to unnecessarily alarm people for what might take place;' he continued. '[W]e
don't want to create a commotion by having a lot of people wanting to observe the
training, which has the potential to create a worse public safety situation.' (Weasel -
English translation: 'We thought we'd GET AWAY WITH IT.')

"LTC McGraw's statement about helicopter paint schemes was a typical HALF-
TRUTH. His explanation about simulated gunfire was a lie. CAG DOES NOT TRAIN WITH
BLANKS OR SIMULATORS. The gunfire heard by witnesses was REAL, and the
'simulators' were linear-shaped CHARGES used to breach the 'vents' (windows and
doors) of the buildings being assaulted, and FLASH-BANGS used in room clearing. LTC
McGraw's efforts to smear frosting on dung might have been marginally within his
preview as official mouthpiece for USASOC if CAG was actually a subordinate unit of
USASOC, and therefore answerable through it for their actions. But CAG is a subordinate
unit of the JOINT SPECIAL OPERATIONS COMMAND (JSOC), an organization that
answers only to the NATIONAL COMMAND AUTHORITY. McGraw tried his level best to
pin CAG's operation in Pittsburgh on Special Forces. BUT CAG IS NOT PART OF
SPECIAL FORCES - and FROSTING-COVERED DUNG IS STILL DUNG. [!]

"CAG has been conducting LIVE FIRE EXERCISES in U.S. cities for the past three
years. Generally, one exercise occurs each quarter and rotate between squadrons 'A,' 'B'
and 'C.' Exercises have taken place in LOS ANGELES, CHICAGO, DETROIT, NEW
ORLEANS, MIAMI, and most recently, PITTSBURGH. According to sources behind "The
Fence" these exercises are purposely kept secret from all but the city police SWAT teams
WITH WHICH THEY ARE CONDUCTED. Elected city officials are not told about the
exercises until just prior to launch, because neither the SWAT teams nor CAG trust them
to keep their mouths shut. According to one source, the rationale for this is the time
honored maxim, 'It's easier to beg forgiveness than ask permission.' Prior to each
exercise, which is planned and organized by 'D' SQUADRON, CAG (the training
squadron), an advanced party (ADVON) deploys to the 'training area' about 30 days prior
to the event. (Please note that these things are planned at least a YEAR in advance; 'D'
SQUADRON just doesn't pull the name of a city out of a hat and then start planning.)
During the site survey, conducted jointly with the host SWAT team, targets are identified,
property owners are contacted and 'briefed' on the importance of their REMAINING
SILENT [WHO are they suppose to be "PROTECTING" with their "SILENCE?"], and
infiltration routes and safe houses are established and tested.

"Several U.S. ARMY COUNTERINTELLIGENCE AGENTS accompany the ADVON.
Their job is to assess the probability of keeping the operation SECRET and, according to
a second CAG source, their primary tools are their impressive credentials and a briefcase
bulging with cash. 'THE BADGES ARE THE STICK AND THE MONEY IS THE CARROT,'
related the source. 'Appeals to 'NATIONAL SECURITY' and 'PATRIOTISM' are woven with
artfully concealed THREATS, and if those don't work, the bag men BUY their silence.
'Having the LOCAL COPS around,' he said 'ensures cooperation.' The teams begin
infiltrating the target city several days before the exercise. They arrive individually or in
small groups by various modes of transportation, pass down 'the net' established by the
ADVON, then assemble prior to the 'take down' to plan and link up with their equipment
and weapons which were deployed ahead of them in rental vehicles and cached. If they
are lucky they can do a drive-by of the target during planning. Usually, however, they
must rely upon the ADVON's targeting. They conduct a link up with the SOAR birds at a
'hot' LZ [landing zone] someplace away from town, then execute the mission.

"During an exercise in NEW ORLEANS last year, the owners of CAG's target, the
ALCOA ALUMINUM CHEMICAL PLANT in ST. BERNARD PARISH, having agreed to the
LIVE-FIRE assault on their property, strongly objected to the destruction of a three foot-
thick wall with a 30-POUND SATCHEL CHARGE. CAG's CI fixer on the scene made good
with the owners - to the tune of $95,000. According to witnesses, this sum, when spread
around, was sufficient to SILENCE OTHER PROPERTY OWNERS in the semi-suburban
area WHOSE WINDOWS SHATTERED in the blast.

"MIAMI required a little more creativity. Part of the ADVON's job is to set up the
objective for the berserkers. This includes placing BULLET TRAPS and TARGETS in the
buildings to be assaulted. Apparently, one member of the MIAMI ADVON spent too much
time in the local Yuppie hangout with his DADE COUNTY counterparts telling lies and
showing off his beeper. A slightly misplaced bullet trap resulted in a sniper's bullet
caroming off the bullet trap, piercing a wall, and exiting through the front window of an
all-night office supply store FULL OF CUSTOMERS.

"When the local hoods showed up with CAG's bag men the pointed question by
concerned customers, 'Who are those guys?' was answered 'State cops and sheriff guys.'
A creative combination of BADGES AND MONEY kept the incident out of the local papers.
Incidentally, JSOC is, by EXECUTIVE ORDER, and the FULL VERSION OF PDD-25, exempt
from the POSSE COMITATUS statutes. This fact does not sit well with many CAG
operatives, and not everybody in CAG is pleased with their new internal security mission
letter. In an attempt to identify potential dissidents, JSOC has been conducting SURVEYS
of its operatives, eliciting candid commentary on what they think about 'CURRENT
POLITICAL EVENTS.' One survey required operators to write reports about their opinions
about INTERNAL political conditions in America and INVOLVEMENT WITH THE UNITED
NATIONS. Shortly following that survey, SPECIAL FORCES began receiving an influx of
senior former CAG operators counting the days until retirement. Apparently, SOME OF
THE RESPONSES DID NOT CONFORM WITH THE PARTY LINE.

"Although CAG has never lacked for volunteers, their forthcoming DECEMBER
1996 recruiting drive will be accompanied by a reduction in the traditional standards for
acceptance into the ADVANCED LAND NAVIGATION COURSE (DELTA SELECTION for the
uninitiated) at CAMP DAWSON, West Virginia. For almost 20 years, SFOD-D/CAG has
relied upon a steady stream of volunteers, the old five-event PT TEST, the ADVANCED
LAND NAVIGATION COURSE, and an ego shattering interview with 'THE PSYCHS,' to
flesh out their ranks of operators - zero to ten soldiers per semi-annual class. Now, all of
a sudden, they are reducing their initial standard the ARMY's three-event PT TEST. The
new standards at Dawson and for the interview are not yet known. We do know, however,
that the standards have been 'normed' to conform with FORCE XXI expectations. In other
words, CAG has been directed to modify their selection standards by those WHO
COULDN'T PASS SELECTION.

"According to several operators, CAG's mission is shifting from
COUNTERTERRORISM to INTERNAL SECURITY. The official rationale for the mission
letter change is JSOC's proponency for the latest bandwagon - COUNTER
PROLIFERATION (CP). Briefly, counter proliferation involves 'TAKING OUT' (weasel for
'KILL') anybody threatening to use, or in possession of, NUCLEAR, BIOLOGICAL, or
CHEMICAL weapons. CP train-up began over two years ago in preparation for the
administration's current shrill and panicky 'concerns' about the 'SPREAD OF WEAPONS
OF MASS DESTRUCTION' and Washington's urgent 'need' to get the MILITARY involved
with LAW ENFORCEMENT to stop it.

" 'The whole thing is a FAKE,' one CAG source told us. 'Almost without
exception,' he said, 'the classified message traffic describes the 'black market' in nuclear
materials to be one police or intelligence agency trying to sell [nuclear] materials to
another police or intelligence agency.' In other words, all the frightening stories of
nuclear smuggling and black marketing involve COPS TRYING TO ENTRAP COPS. [!]

"There is some dissent in CAG about the ramifications of CP because the mission
entails being at the beck and call of the UNITED NATIONS by virtue of the
NONPROLIFERATION AGREEMENTS among member nations. Further, nonproliferation,
in the UN's eyes, includes small arms. Guess WHOSE?

"Which brings us back to LTC McGraw's 'explanation' about CAG storming
around U.S. cities conducting live fire exercises. 'This [Pittsburgh] was standard,
prearranged training,' LTC McGraw said. 'This is not training for some type of
contingency or for anything [specific].' Several sources in CAG disagree. 'Look; our in
extremis mission involves LINEAR targets [planes, trains, buses] and POINT targets
[rooms, or a suite of rooms], ' one CAG source said. 'Those targets can be set-up in our
shooting house; so WHY are we training to take down ENTIRE BUILDINGS OR
COMPLEXES?'

"LTC McGraw has an answer: '[B]esides, if you train in the same area over and
over again, it becomes routine. So we look for urban areas that offer realistic challenges
and which are as safe as possible.' A safe answer, that explained exactly nothing. Let's
add it up:

"CAG, specifically trained to assault known linear and point targets in FOREIGN
countries, is training to attack unknown URBAN targets in the UNITED STATES. CAG's
parent unit, JSOC, is EXEMPT from POSSE COMITATUS. JSOC wrote CAG's new mission
letter emphasizing counter proliferation. 'PROLIFERATION' of NON-GOVERNMENT
nuclear, biological and chemical weapons is a FRAUD. Nevertheless, the panic level
about this non-existent threat is being raised by the administration. The UNITED
NATIONS includes SMALL ARMS in their 'understanding' of non-proliferation. CAG has
been SURVEYED concerning their 'feelings' about UN PARTICIPATION.

"Experienced CAG operators are beginning to go 'to Group' awaiting retirement.
CAG selection standards are being LOWERED to increase the number of young
operators. As one old operator put it, 'NONE OF THIS ADDS UP TO ANYTHING GOOD.' "

"When OPERATION 'LAST DANCE' began in KINGSVILLE, TX, soldiers arrived in
unmarked helicopters. Explosions were set off. A gunbattle ensued. One building burned
and another was badly damaged. It was all part of a SECRET TRAINING EXERCISE that
took place Monday night in a town of 25,000 not far from Corpus Christi. The LOCAL
POLICE were involved, as was the MAYOR, but almost no one will talk about it. The
ARMY SPECIAL OPERATIONS COMMAND at FT. BRAGG, North Carolina, has confirmed
the event was the KICK-OFF of a series of similar training operations going on in
KINGSVILLE, CORPUS CHRISTI, and FT. SAM HOUSTON. Additional training events will
take place each day until Feb. 20.

"Little warning was given to civilians prior to the event that startled many. The
police first fibbed to local businesses early in the day, telling them that a POLICE
exercise would take place that night. ONE HOUR before the helicopters arrived they
decided to go back to the businesses and tell them a MILITARY exercise would take place
and not to be concerned. A warning would have helped the many residents avoid panic,
but they were not told in advance. The sound of the EIGHT or more helicopters,
EXPLOSIONS, and RAPID GUNFIRE caused hundreds of calls to the 911 dispatch center.
Additional people were placed on duty to take the many anticipated calls. City officials
claim they were NOT PERMITTED to warn residents. The ARMY wanted the exercise to be
conducted in a REALISTIC environment. [This would be a REALISTIC environment ONLY
if they were at war with THEIR OWN COUNTRY! Hmmmm.]

" 'The training has an emphasis on URBAN ENVIRONMENT training and land
navigation. Before we even rolled into Texas we did a thorough risk assessment and a
safety study to ensure risks to the local population is minimized, as well as any risk to
our soldiers,' explained CAROL DARBY, a civilian public affairs officer for the ARMY
SPECIAL OPERATIONS COMMAND at FT. BRAGG.

"An unidentified soldier involved in the exercise came from KINGSVILLE and
recommended the location. Planning began many months in advance, but the actual
plans for the event by the soldiers involved began only HOURS before they carried out
the mock mission. The scenario was staged as a REAL EVENT would be, with soldiers
having to deal with a situation quickly and without preparation.

" 'The benefit that this kind of training has is having something that is done in a
realistic time frame. A lot of times it's a very, very short notice (to the soldiers involved),'
Darby told WORLDNETDAILY. 'We do this type of training in urban areas because of the
increased urbanization of the world. Urban environments is one of the environments that
we have to train in because of our deployability requirements to be able to conduct
operations world wide. 'We look at different areas because of the characteristics in those
areas and the challenges that those characteristics present to our training.'

"She said soldiers cannot always train just at the FT. BRAGG facility. Soldiers
need a real environment to train in, rather than the FAKE CITY used at FT. BRAGG known
as 'MILITARY OPERATIONS IN URBANIZED TERRAIN.' The MARINES have a similar
training facility at CAMP LEJUNE, N.C. She said there will be a different scenario for each
part of the exercise with many soldiers participating. The number involved, and their
nationality was not disclosed. One witness to the exercise told WORLDNETDAILY that the
soldiers appeared to be MULTI-NATIONAL, but this could not be confirmed.

"This exercise was not the first, nor will it be the last. Similar events are planned
form many locations all over the United States, and a 'PEACE TRAINING' exercise is
taking place in LOUISIANA at the same time as OPERATION LAST DANCE. 'We look at
different sizes of urban areas from a smaller area to a larger area because of those
challenges that it presents, because we don't know where the next hot spots in the world
will be,' Darby explained. Although the training takes place in many U.S. cities and towns,
the troops involved could be called to respond to problems anywhere in the world.

"WORLDNETDAILY requested permission to observe a future exercise. The
request was turned down. 'The press cannot observe because of some of the tactics that
we use. We do try to protect those. Another reason is safety,' said Darby. She was not
aware of any coordination with other branches of the military, and she did not know if
this had anything to do with PRESIDENT CLINTON's recent proposal for a HOMELANDS
DEFENSE COMMAND. The purpose of the training exercise also was not disclosed. She
would not say if it dealt with terrorists, hostages, domestic, or foreign scenarios.

"Witnesses described the exercise as extremely frightening. The estimated eight
helicopters landed one after another with soldiers jumping out quickly. The helicopters
left as quickly as they arrived. EXPLOSIONS came from within a two-story former EXXON
building, then RAPID GUNFIRE was exchanged between two warring factions. Extensive
damage to the building was caused by GRENADES used in the explosions.

"A vacant police station was used by the forces as well. They were using a
WELDING TORCH for some undisclosed reason and accidentally set off a FIRE that
gutted the inside of the building. The fire department, which was notified to be on
standby, was able to extinguish the blaze before damage to other buildings took place.
The city has been promised it will be compensated for the damage to the old police
station, which is considered to be destroyed. The EXXON building also suffered
extensive damage.

"When asked about the damage, ESQUIVEL first denied that it even happened,
then he explained that he had not yet received a report of damages but confessed he
knew of the damage. 'No one was injured, according to POLICE CHIEF FELIPE GARZA,
who would not discuss the exercise. He and MAYOR PHIL ESQUIVEL refused to give
much information. They claimed they had been sworn to total secrecy. Residents who
spoke to WORLDNETDAILY complained, expressed fear, and did not want such an
exercise in their town again. Several spoke harshly against their elected leaders for
permitting the exercise." [7]

"The long internal struggle in the island country of Cortina has resulted in two
new republics, Cortina and Acadia. A MULTI-NATIONAL force has been called in to
establish peace. That's the made up scenario for a massive military training exercise now
taking place over a 200 mile radius of FT. POLK, Louisiana. It will conclude Feb. 17,
according to a public affairs spokesman.

"Over 5,000 strong, forces from the ARMY, NAVY, MARINES, and FOREIGN
MILITARY united to take part in the training exercise which began on Feb. 6. The PEACE
ENFORCEMENT training is being conducted by the JOINT READINESS TRAINING
CENTER. The scenario involves troops acting as hostile forces who will not give up the
fight that has been waged in the fictitious nation. The troops will be involved in
separating the remaining factions, ending the fighting, and creating a 'zone of separation'
between the warring parties. They will also be involved in negotiations with
NONGOVERNMENTAL and INTERNATIONAL organizations to bring peace to the region.
Challenges will be thrown at the trainees by hundreds of role players who will depict
REFUGEES, PRISONERS OF WAR, LOCAL CITIZENS, and a variety of CIVILIANS who
need to be handled properly. The role players include ACTUAL REPRESENTATIVES from
many INTERNATIONAL and NONGOVERNMENTAL organizations who will participate.

"Participants in the exercise will be located at various positions within a 200-mile
radius of Fort Polk, according to an official release. Warnings to hunters in the area have
been issued, and a special complaint phone line has been set up to deal with civilian
concerns. The 'warring factions' will be made up of the 1ST BATTALION, 509TH
PARACHUTE INFANTRY REGIMENT, opposing troops from the 2ND ARMORED CALVARY
REGIMENT. The primary forces being trained come from the 3RD BRIGADE, 25TH
INFANTRY DIVISION from Hawaii. They will receive support from COMPANY C, 1ST
BATTALION, 8TH INFANTRY from FT. CARSON, Colorado; 3RD BATTALION, 1ST
SPECIAL FORCES GROUP, FT. LEWIS, WASHINGTON; the 159TH CORPS SUPPORT
GROUP, a reserve unit from HELENA, MONTANA; along with AIR FORCE units from
NORTH CAROLINA, TEXAS, WASHINGTON, MASSACHUSETTS, and CALIFORNIA.

"The exercises are said to be a general purpose training exercise with no
particular purpose or future mission in mind. Much of FT. POLK has been closed to the
public during the exercise, primarily for safety concerns because LIVE AMMUNITION will
be in use. The JOINT READINESS TRAINING CENTER has not conducted an
exercise of this scale since AUGUST 1994, when a similar PEACE TRAINING exercise was
held. Military spokesmen claim this exercise is not connected to the OPERATION LAST
DANCE exercise currently taking place in parts of nearby Texas.

" 'I live about 15 miles away from FT. POLK,' Cynthia Lyles told
WORLDNETDAILY. 'This sounds like MARTIAL LAW training to me, IN THE NAME OF
PEACE, involving reserve units and special forces.' Military spokesmen insisted the
training is not intended to prepare troops for DOMESTIC events." [8]

"Undaunted by either his impeachment or trial by the U.S. Senate, PRESIDENT
CLINTON continues to govern through DECREES and EXECUTIVE ORDERS - his latest
being one which critics say is so broad in scope it threatens cattle grazing, farming and
other food-producing industries. [Remember he takes his orders from HILLARY]

"EO #13112, which Clinton quietly signed Feb. 3, deals with 'INVASIVE SPECIES.'
The title suggests a continuation of federal efforts in combating killer bees, fire ants,
gypsy moths and similar pests. But the order in fact goes beyond such traditional
government concerns as eradication of noxious plants and dangerous insects and
animals - for which there are already numerous laws on the books. It is being criticized
as an order that could be used as a hammer for imposing federal controls over ALL land
use, public and PRIVATE. It could even be interpreted as OUTLAWING OWNERSHIP OF
DOMESTIC PETS, according to some. And it goes far beyond a 1977 executive order by
PRESIDENT CARTER (EO #11987: Exotic Organisms) which CLINTON REVOKED through
EO #13112. Under that order, executive agencies were directed to restrict the
INTRODUCTION of exotic species into ecosystems on lands OWNED OR CONTROLLED
BY THE FEDERAL GOVERNMENT, and to 'encourage' states, local governments and
private citizens from introducing exotic species into natural ecosystems of the United
States. Agencies were also directed to restrict exporting our native species into
ecosystems outside the United States.

"CLINTON'S EXECUTIVE ORDER directs federal agencies not only 'to PREVENT
the INTRODUCTION of invasive species' and to CONTROL THEIR POPULATIONS
(through ERADICATION if necessary), but 'to provide for RESTORATION OF NATIVE
SPECIES and HABITAT CONDITIONS in those ecosystems that have been invaded' - a
provision which would require massive governmental land use planning and controls if
it's to be fully implemented.

" 'This is one of the CLEVEREST-WORDED executive orders I've seen,' said TOM
MCDONNELL, natural resources policy director of the Denver-based AMERICAN SHEEP
INDUSTRY ASSOCIATION in a telephone interview. 'It will have a major impact not only
on our agriculture, but on the daily lives of every American.' McDonnell urges close
attention be paid to the DEFINITIONS it contains. 'Basically these definitions are so wide
open, ALL ALIEN SPECIES could be considered invasive species,' he warns.

"According to EO #13112 an 'invasive species' is any 'alien species' whose
introduction could cause harm to the ECONOMY, HUMAN HEALTH, or the
ENVIRONMENT; and an 'alien species' is 'with respect to a particular ecosystem any
species that is not native to that ecosystem' - including its SEEDS, EGGS, SPORES or
other biological material capable of propagating that species. 'CONTROL' means
ERADICATING, SUPPRESSING, REDUCING, or MANAGING invasive species populations -
plus 'TAKING STEPS' to RESTORE native species and habitats. As McDonnell sees it, 'A
big problem here is that it does not define DOMESTIC species, so therefore they are alien:
DOGS, CATS, WHEAT, RICE, DOMESTIC LIVESTOCK - all these could be considered alien
species since they are not native to this hemisphere. Anything that is not native to an
ecosystem is an 'alien' species, and if it causes harm to the environment, to that
ecosystem, it's 'invasive.' McDonnell also has problems with the definition of
'ECOSYSTEM,' which EO #13112 defines as 'the complex of a community of organisms
and its environment.' 'Under that definition an ecosystem can be as small as a
PUDDLEOF WATER or as big as the ENTIRE EARTH,' he said. 'So environmental harm,
harm to an ecosystem, can occur WHEN A SHEEP DRINKS FROM A STREAM OR EATS
GRASS.'

"MICHAEL COFFMAN agrees. Coffman is executive director of ENVIRONMENTAL
PERSPECTIVES, INC., a consulting group in Bangor, Maine. 'The Invasive Species
executive order leaves the door wide open for even LIVESTOCK to be declared an alien
and invasive species,' Coffman told WORLDNETDAILY. 'PETS, too, have come from other
parts of the world, and technically they would fit into this category. 'I can't see them
(pets) being allowed much longer in PARKS and the WILDLIFE CORRIDORS they're
building between cities. Whether the federal government would ever take any action
against them in urban areas is another matter - but the door is left wide open for abuse,'
he said...'Basically, this order is another mechanism to CONTROL THE ACTIVITIES OF
THE AMERICAN PEOPLE,' he said.

"EO #13112 establishes an INVASIVE SPECIES COUNCIL comprised of the
Secretaries of STATE, TREASURY, DEFENSE, INTERIOR, AGRICULTURE, COMMERCE,
TRANSPORTATION, and the Administrator of the ENVIRONMENTAL PROTECTION
AGENCY; and will be co-chaired by the Secretaries of the INTERIOR, AGRICULTURE and
COMMERCE. This council is charged with providing 'national leadership' regarding
invasive species, and is to prepare and issue an INVASIVE SPECIES MANAGEMENT
PLAN which will 'detail and recommend performance-oriented goals and objectives and
specific measures of success for Federal agency efforts concerning invasive species...If
the recommended measures are not authorized by current law, the COUNCIL shall
recommend to the PRESIDENT any legislative proposals for necessary CHANGES IN
AUTHORITY.' The first edition of the MANAGEMENT PLAN is to be completed in 18
MONTHS.

"To provide information and advice to the council, the Secretary of the INTERIOR
will set up an ADVISORY COMMITTEE, and the council, too, will appoint members to the
committee representing so-called 'STAKEHOLDERS' - state, tribal, and local government
agencies, NONGOVERNMENTAL entities including environmental groups, PRIVATE LAND
OWNERS, commercial interests, and so on. This advisory committee is to recommend
plans and actions at the various levels of government (local, state, federal) for achieving
the goals and objectives of the management plan.

"McDonnell pointed out that the scope of the order could include PRIVATE LAND
and represents, in his view, 'quite an expansion of federal authority.' Unlike Carter's
earlier executive order on Exotic Organisms, EO #13112 MAKES NO REFERENCE TO
FEDERAL LANDS per se, and provides no indication as to what lands - if any - fall
outside its authority. There's a reason for that, in McDonnell's view. 'This executive order
doesn't apply to just federal land,' he said. 'There's no distinguishing between state,
federal or private land, and it doesn't exclude extending management plans across huge
land areas, even if that includes private property, or state property for that matter. So
including 'STAKEHOLDERS' in the planning process is basic to this -they add
VALIDITY...Here's how it works,' he continued, 'The federal people will set up the
parameters of the plan and expect the local and state people to implement it. That's what
they did with the CLEAN WATER ACT and the CLEAN AIR ACT - the states are supposed
to have authority, but in reality they only have authority to implement the policies, goals
and objectives already set by the federal government, WHETHER THEY APPROVE
OFTHEM OR NOT.'

"Even without EO #13112 the process for eliminating politically-defined 'invasive
species' is well underway in the NATIONAL PARK SYSTEM, part of an overall policy of
ecosystem restoration. Examples abound that show what achieving a goal like
ecosystem-restoration, in which undesirable alien species have been removed, means in
practice, not just theory. For instance, the ELIMINATION OF ALL NON-NATIVE ANIMALS -
alien species - is a goal of the NATIONAL PARK SERVICE for the eight islands that make
up CHANNEL ISLANDS NATIONAL PARK, off the coast of southern California. The Park
Service began acquiring the various islands during the early 1980s.

"SANTA CRUZ ISLAND, the largest in the chain, had long been home to
thousands of feral sheep and feral pigs and a small herd of wild horses: descendants of
the stock which had been introduced by ranchers during the last century. Like most of
the islands it was PRIVATELY OWNED by several landowners, one of whom [owned] 90
percent of the island. Seeing the writing on the wall, that owner deeded his land to the
NATURE CONSERVANCY - which began its stewardship by bringing in hunters to GUN
DOWN THE SHEEP from HELICOPTERS or on foot. Some 32,000 sheep were slaughtered
this way over a three-or-four-year period, according to MARY DAILY, president of the
SANTA CRUZ ISLAND FOUNDATION, a private philanthropic group that supports
research and education about all eight CHANNEL ISLANDS. The carcasses were left to
rot, a feast for the ravens and foxes.

" 'Quite a few organizations tried to stop the NATURE CONSERVANCY from
carrying out this mass slaughter and at one point won a temporary restraining order and
an injunction,' Daily recalled, 'but the injunction was eventually lifted.' Daily said that
once the sheep were gone there was nothing to hold back the WILD FENNEL, a truly
invasive, non-native plant which has taken over the western side of the island. Though
'alien' to the island, the sheep - by grazing - had kept the EQUALLY-ALIEN fennel under
control.

"With 90 percent of the island in the hands of the NATURE CONSERVANCY, the
PARK SERVICE began acquisition proceedings of the island's remaining 10 percent, and
by 1993 had acquired THREE of the last four parcels. From 1983 until 1997 JARET
OWENS - through a contract with property-owner FRANCIS GHERINI - ran a bow-and-
arrow hunting business called ISLAND ADVENTURES. Visitors stayed in the historic
buildings, which he maintained, and hunted the 1,200 or so sheep still roaming the 6,500
acres left in private hands. This allowed the numbers of feral sheep [to be] kept under
control. On JAN 14, 1997, both of the lodges Owens operated were hit by SWAT teams in
a surprise mid-morning raid orchestrated by the PARK SERVICE. A CUSTOMS SERVICE
HELICOPTER brought in 20 HEAVILY-ARMED FEDERAL AGENTS and LOCAL SHERIFF'S
DEPUTIES in FULL RIOT-GEAR, armed with AUTOMATIC RIFLES and HANDGUNS. A
month later, the PARK SERVICE took full possession of the property, and began to look
for ways to deal with the invasive species: the sheep, horses, and pigs.

"Owens says that before the raid he had met with PARK SERVICE
REPRESENTATIVES on numerous occasions, hoping that by cooperating he'd secure a
job there when the land became a park. But a sharp disagreement developed over how
best to eradicate the sheep and horses; Owens describes the Park Service personnel as
'SLOPPY' in their hunting methods. 'They don't finish the animals off, they just shoot
them and LEAVE THEM TO DIE and THE LAMBS TO STARVE,' he said. Owens recalled:
'The Park Service tried to talk me into wiping out the animals while we were still there. I
said, 'I'll get rid of them and I'll pay you for them, but I'M NOT GOING TO KILL THE
BABIES. Any hunting has to be done at the right time of year. And I'm going to SAVE THE
MEAT, not waste it by leaving it on the ground.' The Park Service wouldn't go for it.
They wanted me to shoot everything, EVEN THE HORSES.'

" 'There were about a dozen wild horses,' Owens continued, 'and they (the Park
Service) were going to shoot them, but I notified the PRESS and the ANIMAL RIGHTS
GROUPS and there was a lot of public protest.' Not wanting to do any greater damage to
their reputation than had already been done, the Park Service captured the horses and
airlifted them to the mainland. That took care of the horses, but there are still about a
thousand sheep on the island, and the pig population is soaring in numbers. 'They're
supposed to remove all the sheep from the islands,' said Owens. 'But they'll probably
wait UNTIL THEY FIGURE NO ONE IS WATCHING and go in and SHOOT them.'

"Could what happened on SANTA CRUZ ISLAND be a PREVIEW OF THE
FUTURE? 'We'll definitely be seeing more of that sort of thing,' Coffman predicts. 'The
tragedy of it is that WITH IT YOU CAN MAKE A CASE AGAINST DOGS, CATS, HORSES -
any of those animals. Even PEOPLE. It's really scary. They've left the door wide open to
do anything they want.' " [9]

Think about it: this "lady" has the final word on ALL DOMESTIC POLICY. She has
PERMANENT PMS, and she is in charge of ALL US MILITARY AND LAW ENFORCEMENT.
