Here is one effective way:
1.) Open ICQ.
2.) Click the "Main" button on your ICQ main menu.
3.) Select "Add/Invite Users" from the pop-up menu, then "Find User -> Add to List" from the sub-menu.
4.) Enter your search information and click "Search".
You can now reveal several options by right clicking on any User from your search result.

The Red flower indicates the User is "Offline".
The Green flower indicates the User is "Online"
The White flower indicates that User has chosen to disable his/her on/offline status. You can configure the same through the Web Aware setting.

If you have previously registered an account with ICQ and have forgotten your UIN#, you can search yourself using the ICQ's Advance People Search. You can find the Web Site for this feature here:

No. The limit is controlled on the server side and is not something you can control via your local User settings.

There is no way of determining which UIN is currently active unless the user chooses to show his online status. You can however determine which number was the most recently registered by its value. The higher the numerical value the more recent the number.
