America's national maximum speed limit is 65 miles per hour. Period.

Yet excessive speed still continues to kill thousands each year and American and foreign vehicle manufacturers continue to produce machines with upper speed limits approaching 200 mph.

Your average sedan can top 120 mph. Why? Why produce vehicles that can exceed the maximum speed limit by two or three times?

All vehicles except those providing emergency responses should have governors topped out at 65 mph in all of the United States and its possessions.

Further, any person caught exceeding the 65 mph limit should lose his vehicle and driver and vehicle licenses for one year on first offense--unless official inspection uncovers a faulty governor. The suspensions would be permanent for a second offense.

Whoa, you say. You would use your governorless vehicle for track racing or tooling around rugged terrain--clearly off the public streets. Fine. Haul it back and forth on a trailer and buy special license plates clearly labeling it as an off-road vehicle.(15 FEB 99)
