Ignorance of the law generates tons of government revenues from fines and penalties.

Especially from traffic tickets for committing newly enacted moving violations.

State governments typically rely only on revised driving manuals or on news outlets to spread the word about changes in rules of the road.

But manuals are seen only by drivers seeking new or renewed licenses.

Not everyone absorbs every story in every news medium. And news outlets are not obligated to use or give prominence to government handouts.

States enacting new or revised laws also must send explanatory information by bulk mail to every licensed driver—before enforcement begins.

Democracy relies on an informed public. Government in secrecy destroys the process. ((5 SEPTEMBER 2004)
