Dicks has ordered his officers to arrest persons wearing saggy pants that expose their underwear or bare skin—no ifs, ands or (wait for it) butts.
Disorderly conduct is the charge for pants completely below the butt with underwear showing.
Indecent exposure is the charge for saggy pants with the butt showing.
Both misdemeanor citations carry penalties of 93 to 365 days in jail and/or a $500 fine.
Dicks calls the low-rise fashion fad a nuisance and immoral.
Civil libertarians believe the (wait for it) crackdown is a subterfuge to give police probable cause to search suspected gangstas for weapons and contraband.
