A single solon, for example, can prevent any bill from being debated by the full chamber. No questions asked.

Defying rule by majority in other legislative bodies, the Senate insists on a 60-40 supermajority to enact disputed measures.

While the U.S. Constitution does require a two-thirds Senate vote to override a presidential veto, only a simple majority is necessary for passage of other legislation in the Senate and House.

It's time for a passage of a constitutional amendment stipulating that only a majority of 51 percent is necessary in any public voting process in America. (13 DECEMBER 2009)
