There ought to be common-sense tests for law-enforcement candidates.

That test would have disqualified the park ranger who used her stun gun to discombulate a dog walker in the federal Golden Gate National Recreation Area.

Seems the popular San Francisco Bay-area beach had quietly banned off-leash canines.

Enter Gary Hesterberg and his two small leash-free dogs, who kept walking when the ranger demanded his identification and repeatedly refused to explain why he should "stay put."

The ranger then drew her gun, pulled the trigger and plugged Hesterberg--who has a heart condition-- in the back.

He was revived by paramedics and then arrested by sheriff deputies for "failing to obey a lawful order, having dogs off leash and knowingly providing false information (not having ID)."

Why the brouhaha? Seems the GGNRA earns thousands of dollars issuing $100 tickets to park visitors having leash-free romps with their dogs.
