Republicans used to own the scold for gridlock in the U.S. Senate.

No more. Democrat members--who hold 53 of the chamber's 100 seats--now share the blame.

Their majority leader, Harry Reid (D-Nev.), backed away from imposing the "nuclear option" by refusing to end the 60-vote supermajority needed to pass legislation rather than by simple majority.

Reid once again caved to minority leader Mitch McConnell (R-Ken.), the perpetually constipated enemy of all things favored by the Obama Administration.

Senators now will have to wait for the 114th Congress to start in 2015 before contemplating any rules revisions.

Not to worry. Democrats will surely lose enough of their 20 seats up for November 2014 decisions to give the GOP control of the Senate.

The Dems then will use the 60-vote supermajority to stymie Republican legislation.
