Everyone wants to know "How much horsepower will this part or this mod give me?" You will not find an answer to this question. Every car and engine is so different that you will only be guessing. The EEC-IV will also change the way that the engine performs depending on how you drive. No one does a mod and then measures the difference under the exact same conditions. The manufacturers who have way more time and money than we do still have people test drive new models in different locations so that they can get real world info. But if you want a general guideline here's the fact's:
Cold air and lot's of it is what makes a turbocharged car perform.
Intercooling is the biggest performance mod you can make.
A bigger turbo will make more HP only if the engine is set up to handle the increased boost.
Anything you do to let the turbo and engine breathe more will help.
Fuel delivery will need to be improved only after doing all the other mods.
You can leave the long block alone and still make 280 or more HP.
The stock ignition is completely adequate.
