Flail has three unusual properties. They are as follows:
1. Flail hits can never be a critical hit.
2. Damage from Flail ignores the damage randomization factor at the end of the damage formula. The damage from Flail will be the same for every hit where the base damage is the same.
3. The base damage for Flail is determined by the using pokemon's remaining HP at the time that the move is used. The relationship between the range of the using pokemon's remaining HP and the base damage of Flail is shown on the table below.

Flail is affected by Brightpowder when the opposing pokémon is equipped with it.
