In the R/B/Y versions of the game this penalty would not be imposed if the opposing pokemon was fainted by the attack or had a Substitute destroyed by it. This is no longer true in G/S/C/Stadium 2.

Hyper Beam is affected by Brightpowder when the opposing pokémon is equipped with it.
