The dossier tells you to go look for Lance, a cart racer. First, go the liquor store and buy some booze; anything will work, so go for the cheap Crudweiser. Then head to Dirty Greg's, where you'll meet Lance.
Lance will take you on a wild goose chase through Suicide Hill. Each time you talk to him, he'll say he has to go do something else, with that something else in bold. Meet him at the correct spot, and he'll head to a new place. If you go wrong, though, you have to start over at Dirty Greg's.

I've got to replace the wheels on my cart.: Ben's Parts

Finally, he'll say I've got a big race to get to...;
Go back to Dirty Greg's. His coach will go to get some water. Whack the coach on the head and take the water. Swap the water out with the booze you bought. Lance will crash and, his racing career over,
will join your crew.
