The other end of R1 goes to the inverting input of the op amp. The inverting input also connects to one end of R2. The other end of R2 connects to the output of the op amp. This is also the hot side of the output of the circuit. The cold side of the output is grounded. The noninverting input goes to one end of R3. The other end of R3 is grounded.
