Police Racist Comment Rewarded Date: 22/12/2000

POLICEMAN REINSTATED FOLLOWING RACIST COMMENT:

.
. A policeman sacked for using racist language, is at the centre of a new row after being given his job back. PC Steve Hutt was meeting colleagues today, black and white, who signed a petition calling for him to be reinstated. That petition persuaded the Home Secretary to allow him to get his job back. But today the Black Police Association said the decision had 'unleashed a licence to be racist.'

PC Steve Hutt (policeman sacked for making racist remark, now reinstated) interviewed SOT
- I understand other people's views - what was going through my mind at the time was 'sit down you silly boy and behave yourself' but what came out was something totally different

- I've had sleepless nights and months and months of deliberating this in my bed - I can't give a reason - I'm not a psychologist - people will come out with their views about why I said it but what I will say is anybody who knows me knows quite clearly that I'm not a racist - there's no way I can justify what I said - it was very wrong and I should have been punished

- I did want my job back - nineteen years of being a proud, professional police officer - I've been shot at in the streets of London, I've received awards for bravery and everyone who'se worked with me has always said I've always been the upmost professional police officer and for two seconds of madness - a lapse for whatever reason - I think the bigger picture of me as a person had to be taken into consideration - for two seconds of wrong after nineteen years of good

- I would say they are a very vocal minority - there are a lot of black and asian officers who signed the petition to get me reinstated and phoned me offering support - I do understand how people feel but I think every case has to look at the individual and take every aspect into account

Peter Herbert (Society of Black Lawyers) interviewed SOT
- I'm not actually here to represent the Metropolitan Police Authority but the Society of Black Lawyers - I think you have to look at the event - he was an officer who had been in the force for nineteen years who should and ought to have known better and he must be aware that this is not the first time black people have been abused by police officers and it won't be the last - yes an example must be set of what is wrong

Sir Herman Ouseley (Former Chair, Commission for Racial Equality) interviewed SOT
- I don't know Steve Hutt so I'm not speaking for on behalf of Steve Hutt as such or the circumstances in which the Home Secretary made his decision - if we are to move forward in creating a police service in London which represents all the people there has to be some give and take - has to be pragmatism applied and I believe the Home Secretary having reviewed all the circumstances has made a decision which enables the Met to take one step back and look at how it's changing it's environment as learning one in which black, asian and white officers can learn from and with each other and you've got someone like Steve Hutt who is prepared to stand up and keep making the point himself that he made a mistake and that racism is not acceptable and he is reforming his own character he has already been disciplined and has a blemish on his record

Peter Herbert (Society of Black Lawyers) interviewed SOT
- It would be naive to say there was not some politics afoot in the Home Secretary's decision - that's not to say it's wrong - bridge building to our communities has to go on for a good long time - PC Hutt - I didn't hear him say I am a racist - I heard him say it was a moment of madness, well white people have moments of madness too frequently for it to be excused on that basis

- The Home Secretary does have that direct line of appeal as the ultimate authority

Sir Herman Ouseley (Former Chair, Commission for Racial Equality) interviewed SOT
- I think that is a danger - I do believe that if we are to shift the metropolitan police and build trust and confidence you need to look at each case in its circumstances to ensure that fairness is applicable - I don't think in the context of this particular case it will send out the wrong signals
