To deserve this award, you must
1) Write a fanfic. It doesn't have to be a romance one, but it must have a main couple.
2) The couple must be more original than Goku/Chichi or Vegeta/Bulma. I don't accept Trunks/Pan or even Trunks/Goten, because we see those so often. However, Tenshinhan/Lunch are welcome, since we see them like... Never. And if you come to me with a Freeza/C-16 fanfic, I will just have a heart attack, so please... Think about it twice.
3) Must be a good fanfic. If you write something horrible, I won't give the pretty award. Need a pretty fic for a pretty award. If I read it and I just can't keep awwing or crying or whatever the fanfic is meant to make me feel, then you've got good chances of getting the award!
