Twins

The only pair of twins of the entire serie!
And they had to have different hair color, go figure.


C-17 and C-18 had been turned into cyborgs by Dr. Gero. But before that, they were deliquant teenagers, which can explain why they liked destruction and tortures. For a while, they follow the same path; seeking for Goku so they can fight (and eventually kill) him, playing at killing people and stealing cars. In Mirai Trunks' timeline, they even get destroyed in the same time! Ain't that cute? (you don't have to answer)
But in the DBZ timeline, after the death of Cell, they're separated and for what is shown in the serie, never meet again (I don't count GT and Super 17 thing... it's too... you know), which is sad and odd. Why odd? Because they're twins, sillies! How could twins
- even those ones - live appart for so long and never even try to see each other again?!

Ok, maybe they actually met again, but since it hadn't been shown or even hinted in the mangas or the anime, I tend to think they didn't. Which means Marron doesn't even know her uncle! I even doubt she knows she has one!

Together - Mirai Trunks Timeline

They ruled over the world for years and are always seen together. We could think it's deep love between them, but no.
I'm not too sure for the anime or the Trunks' Special, because it's been a long time no seen, but in the manga, we first see them arguying (I'm talking about Trunks' Story here!) about leaving the area or not. Then, after being pushed by Gohan,
C-17 gets his clothings all dirty and C-18 makes fun of him, like any good sister would do. Finally, when Mirai Trunks arrives to kill them, C-17 is mocking her because she lost at a video game and is supposedly reacting like a kid.
Since they both are so cold and cruel, we could actually believe there is no love at all. But when Trunks blasts C-18, C-17 is actually under shock and then furious. Even though that anger doesn't allow him to beat Trunks, it is still there.




Together - DBZ Timeline

At the beginning, a sort of deep link unites them. By simple look and slight nodding, they agree to kill Gero. They also have confidence in the other's strenght, like when C-18 goes to fight Vegeta. Her brother didn't say "Here, sister, let me handle this for you." like a protective caring sibling would do. He just smiled (ok, smirked) and went to help when Trunks interfered. Now that was sweet from him (kinda). Also, how he drives her to shopping places for clothes before going to find Goku, that was nice.
On the other side, C-18 is a true little sister to him. When Piccolo has the advantage in their duel, she mocks him (in the manga she only smiles and says 'O-ho!' actually) and pesters him about getting new clothes in first place.
However, after the fight against Cell, they definitely separate. Did they forget each other's existence (which I don't believe)? Maybe they met again and Akira didn't judge necessary for us to know, but I'd go for a total absence. This is one of the most odd event of the whole serie (matter of opinions): how could such a close pair of twins separate and not even seem to care about it?! Well I have a possible answer to it: they both needed independance.
C-17 is very proud and when he found out he was alone after the whole Cell Saga, he might have thought it'd be pathetic from him to begin running after his sister. Instead he built his life alone. C-18, on her side, had Krilin and later on, Marron. She might have figured her brother had forgotten her, or maybe she didn't want to make things complicated by making him accept a family of (weird and weak) humans. C-18 also changed after that fight and I think C-17's attitude - always on for a fight and everything - would annoy her.
Many fanfics had been written about a possible reunion of them and in most of those I've read, C-17 felt betrayed and abandonned. Considering C-18 was quite the only person he actually liked, I think it's highly possible.




Apart

After the Cell Saga, the twins are sperated and their personnality, which were quite similar at the beginning (both cold and cynical), change. Although we can't say much about C-17 from a single picture, let's give a look at C-18's evolution first.
Even though she was changed into a cyborg when a teenager and shouldn't age afterward, it's obvious that as the serie goes on she adopts a more feminine and mature style, and not only with her clothing. Her haircut, both at the very end of DBZ and in DBGT, reflects her desire to not be considered as a young girl anymore. Even though her body doesn't age, her mind sure does. She's also calmer than at the beginning and all that time with Krilin softened her, not mentionning Marron. C-18 used to be impetuous and to do what she wanted, but then had to take care of a little girl and had to deal with a man's feelings and desires as well. In the last Tournament of the serie, she doesn't participate despite her well-known attraction to money, and I believe it isn't only because Krilin wasn't participating. C-18 considered those fights to be a part of her past and she moved on with a more 'normal' life for a woman of her 'age'. Of course, all this is only my opinion.

C-17 is seen with a long gun and a coat, which indicates he lives in some wild place in the North (or maybe the very South, who knows?). He didn't change since we last saw him, except maybe he's smiling and having a nostalgic thought about Goku. Therefor, speculations about his character are free to go around, but I'm not sure he'd give in gardening, nor that he'd have had a big family. If that had been the case, I think Akira would have showed us people around him, maybe even a kid in his arms. But anyway, C-17 is the kind of guy who's stay alone for all his life and not mind it (talking about love relationship here).
