Route 4
After the ordeal in Mt. Moon , Route 4 will seem like a walk in the park. You must jump over a hedge to reach the final path to Cerulean City. Just be aware that once you leap over that barrier, you'll be trapped in Cerulean City until you defeat Misty, the leader of the local Gym.
