Go back to Cerulean City and go see the house that is in the northeast of the city. Go in the backyard and defeat the Team Rocket Trainer to receive the TM DIG. Then head south to Vermilion City. The road is closed so take the Underground path instead. But before you go stop at the Daycare.
Notes:
1. The Daycare will raise your Pokemon but one at a time. It will not evolve and you can't choose what attacks it will learn. Also you have to pay 100 dollars for every level it grows.
