FOUR STAR FRANCHISE FOOTBALL

CONSTITUTION

 

1A.      The Draft will be held on the second full weekend after the 4th of July.  No Four Star Owner/GM/ETC may draft for another.  A person may only draft for one team.

 

1B.       ALL OWNERS HAVE VETO POWER WHEN CHANGES ARE PROPOSED to this rule, EXPANSION, NEW OWNERSHIP, REDUCING ROSTER SIZE, REDUCING AMOUNT OF PLAYERS PROTECTED, DRASTIC CHANGES IN SCORING, CHANGES TO ROSTER POSITIONS, CHANGES IN THE STARTING LINE-UP, AND IN ALL MATTERS THAT WOULD ATTEMPT TO CHANGE THE OBJECT OF THE LEAGUE FROM GAINING THE MOST WIN POINTS OVER 17 WEEKS.

 

1C.      ALL PROPOSED AMENDMENTS, OTHER THAN THOSE LISTED IN 1A, REQUIRE A MINIMUM VOTE OF 70% FOR PASSAGE.

 

2.         THE SCHEDULE WILL BE DETERMINED BY THE DRAFT ORDER.

 

3A.      THE LEAGUE WILL BEGIN WITH THE KICK-OFF OF WEEK 1 AND END WITH THE FINAL SECOND OF THE REGULAR SEASON.

 

3B.       EACH WEEK TWO FRANCHISES WILL MEET HEAD-TO-HEAD.  WHOEVER EARNS THE MOST “GAME POINTS” WILL WIN THAT MATCH-UP, AND WILL EARN ONE “WIN POINT”.  IN THE CASE OF A TIE EACH TEAM WILL EARN HALF OF A “WIN POINT”.

 

3C.        1st  gets $100 ($90/exp y) + trans.                  2nd place gets $50 ($40 exp y)

              3rd Gets $30 ($25 exp y)                                4th Place gets $20 ($15 exp y)

             5th  Gets $10

             IN THE EVENT OF A TIE THE FRANCHISE WITH THE MOST “GAME POINTS” WILL BE THE WINNER. FURTHER TIES WILL BE RESOLVED BY A COIN TOSS.  Teams finishing worse than 5th  must pay the $30 entry fee.

 

3d.       In the case of a year with an odd number teams, total points will decide the finish. 

 

4A.      ALL FRANCHISES MAY PROTECT 14 ROSTER POSITIONS PRIOR TO THE DRAFT. 

 

4B.      IF THERE IS AN EXPANSION DRAFT EACH FRANCHISE MAY PROTECT two less  ROSTER POSITIONS, than normal, PRIOR TO THE DRAFT.

 

4c.       Expansion teams will get five alternating draft picks(no rookies)prior to the regular draft, free transactions in the  first year, and will only have to pay  a $15 dollar entry fee(if they lose).

 

4d.       TWENTY MINUTES PRIOR TO THE DRAFT ALL FRANCHISES WISHING TO PROTECT ROSTER POSITIONS MUST DO SO.   All fees MUST BE PAID AT THIS TIME.  Failure to pay will result in your exclusion from the draft.

 

4e.       A RANDOM DRAWING WILL DETERMINE ALL DRAFT ORDERS.  THE ORDER WILL REVERSE FOLLOWING EVERY ROUND.  The draft order will be drawn one year in advance.

 

4f.       Two  MINUTES WILL BE GIVEN FOR EACH PICK.

 

 

4g.       A PLAYER MAY ONLY BE DRAFTED OR PROTECTED AT A POSITION WHICH THEY ARE LISTED AT BY 2 OR MORE CURRENT PUBLICATIONS.

 

4h.       Draft picks must be submitted in writing.  No substitute picks.

 

5A.      EACH FRANCHISE MAY HAVE A MAXIMUM OF 21 ROSTER POSITIONS.  EACH FRANCHISE MAY HAVE A MAXIMUM OF 3 QB’S, 6 RB’S, 6 WR’S, 2 TE’S, 2 K’S, AND 2 DEF.’S.

 

5B.       A STARTING LINE-UP CONSISTS OF A MAXIMUM OF 1 QB, 2 RB’S, 3 WR’S, AND 1 TE, K, AND DEF.

 

5C.       Final starting line-ups are due by the first kick-off Sunday morning.  If no line-up is submitted by this time, the previous line-up will be used.  If there is a Thursday, Friday, and/or Saturday game then players in those games must be started or pulled from previous line-up by the first kick-off of each respective day.  If a player from a Thursday, Friday, or Saturday game is in the previous line-up and are not pulled by the first kick-off of the Thursday, Friday, or Saturday game they are in, then that player is automatically started for that week.

 

6A.      TRADES COST .50 EACH.  WAIVERS COST 1.00 EACH. BOTH ARE UNLIMITED.  Off-season trades are free.

 

6B.       DRAFT PICKS MAY BE TRADED from  THE FUTURE.

 

6C.      A PLAYER MUST HAVE BEEN AVAILABLE FOR AT LEAST ONE DRAFT BEFORE THEY CAN BE CLAIMED OFF OF WAIVERS.

 

6D.      NO TRADES OR WAIVERS MAY BE MADE BETWEEN KICK-OFF OF WEEK 11 AND THE COMPLETION OF THE NFL REGULAR SEASON.  THE WAIVER HIATUS WILL CONTINUE UNTIL THE COMPLETION OF THE NEXT DRAFT.  HOWEVER, TRADES MAY RESUME FOLLOWING THE COMPLETION OF THE NFL REGULAR SEASON.

 

Offensive Scoring

Touchdowns

·        01-09 yards = 6

·        10-39 yards = 9

·        40+ yards = 12

·        Out of position Td’s = 6 pt bonus

·        Special teams or defensive Td's scored by an offensive starter = 6 pts

·        All two point conversion = 2 pts

 

Yardage

·        Every 10 yards rushing = 1 pt

·        Every 10 yards receiving = 1 pt

·        Every 30 yards passing = 1 pt

 

Kickers

·        FG's less than 50 yards = 3 pts

·        FG's 50 yards or more = 5 pts

 

Defensive Scoring

Touchdowns

·        All defensive Td’s = 6 pts

·        All kick return Td's = 6 pts.

 

Turnovers

·        Fumble recoveries, sacks, and interceptions = 1 pt

·        Safeties = 2 pts.

 

Points allowed

·        00-02 = 10 pts

·        03-06 = 7 pts

·        07-13 = 4 pts

 

**All scores will be final after one week (kick-off)**

 

·         Beginning with the 2000 draft, all rosters may carry one bonus position.

·         Any owner starting a player on Injured reserved list, on a bye-week, or out of the NFL owes $5/per.

·         Even numbered weeks will be skins weeks.  The team with high point for that week wins $10.  Each team must put in $8 per year for the skins prize money.

·         The last place team must change their name/logo the choice of the league.

·        A team may only change their name at the draft.  A 5.00 fee will be charged to change the name of a franchise.

·        All E*OFFICE fees must be paid in order to draft in any league.  Failure to pay all fees by the kick-off of week 2 could result in loss of team.  No line-ups will be accepted until fees are paid in full.
