Games are based upon the 11 team double elimination bracket - from www.littleleague.org

Map LAYOUT - Pittsburgh is at bottom down Rt 65,  McKees Rocks is left across the Conrail Railroad tracks.  North is UP. 

Modified Directions 6-27-03.  Dave Conover, does not think the Fort Pitt Tunnel is the wisest choice (need to go into downtown, then work your way over to North Side or Fort Duquesne Bridge for Rt 65.  The better way looks like the West End Bridge, then to Rt 65 (I'm not sure of exact routing at this time).   We will have this worked out before our 1st game there.  Call me Saturday, if still unsure.

PennDOT MAP getting around the Detours.......  http://www.post-gazette.com/downloads/20030323ft_pitt_part2.pdf  CLICK here for a detailed MAP of the Fort Pitt Tunnels Routing.  There is a section on "To I-279 North, Route 65 and North Shore.  Possible, It also shows a way via tunnels, exit Liberty Ave. go right at light pass in front of the Post-Gazette/State Building to Fort Pitt Blvd, right turn to I-279 North and take the Route 65 ramp after crossing the Allegheny River (Heinz Field).  This may be the easiest and quickest way if open.

Directions: Parkway West to Pittsburgh, travel through Fort Pitt Tunnels [see above] (could also take the exit (Rt 51 North) to the West End Bridge but I'm not sure of the exiting at the end of it), exit  Rt 65 toward Sewickley and down the Ohio River.  At the McKees Rocks Bridge traffic light, turn RIGHT up hill onto Termon (?) Ave, stay straight (sort of left NOT right or left  get on the "Blue Belt" *** DO NOT remain on Termon Ave***) to California Ave. At traffic light turn RIGHT go to next traffic light (Eckard Drug Store is across intersection on the right) travel straight through up the hill (with Drug Store being on your right) at bend in road, make 1st RIGHT into the "Northgate" Park...Ball Field we are playing on will be on your right (down hill - below swimming pool and pavilion and at the concession stand). 

See photo above where the  Bridge is, then the 5 way intersection where you stay straight, and where the next right is, then to the drug store (gray spot) to the fields (and white swimming pool and brown infields).

2003 Tournament Rules

All rules will comply with the 2003 Williamsport Little League rules with the exception of and in addition to the following:

Rosters

Each team will submit a roster of no more than 14 player, 1 manager, 2 coaches,1 scorekeeper and a batboy.

Official Scoring

The home team scorebook will be the book of record. It is the responsibility of the home plate umpire to insure both scorebooks match at the completion of each ½ inning.

Pitching

Any rostered player may pitch up to 9 innings per game and up to 12 per week. (Sunday to Saturday) 1 pitch constitutes a full inning.

A pitcher may not throw in 2 consecutive games.

Each manager must keep a record of pitching in his scorebook in ink and make it available upon request of the home plate umpire.

 

 

Players

 

In the 9 and 10 year old divisions, each team may field 10 players which would include 4 outfielders (left, left center, right center and right). There will be no rovers.

 

Managers will have the discretion to play only three outfielders if they choose.

 

There will be no continuous batting order. Only players in the field will bat.

 

In the 11 and 12 year old divisions only 3 outfielders will be used.

 

An extra hitter may be used by any team. This player will not play in the field while acting as the EH but can be substituted for any player in the field or on the bench. If an EH is substituted for a player in the field he must maintain his position in the batting order. If the EH is removed for a player in the field he can only reenter for the player who replaced him.

 

Only starters may reenter the game and they must reenter for the reserve player who replaced them.

Ground Rules

No manager/coach, player or fan may question an umpire’s judgment.

Any dispute of the interpretation of the rules will be made by the team manager to the home plate umpire.

Excessive abuse of the umpires by any manager/coach or player may result in immediate ejection from the game and must leave the playing area.

Excessive abuse of the umpires by fans may result in forfeiture by the offending team. It is the manager’s responsibility to control his team’s fans.

All protests will be settled at the time of the dispute by the tournament director or an appointed representative.

Use of profanity and abuse of equipment by any player, manager or coach will result in 1 team warning. The next offender will be ejected from the game and must leave the playing area.

Use of tobacco products of any kind will not be permitted by any player, manager or coach. No food or beverages will be permitted on the field of play. This includes sunflower seeds.

The bottom team in each bracket will be the home team in round 1. The home team in subsequent rounds will be determined by the flip of a coin by the home plate umpire.

Field use for warm up is limited by availability. Each team will evenly split any available time with the visiting team taking the field first.

Courtesy runners will be permitted only in the event if injury. The player making the last out will be the courtesy runner.

If, in the opinion of the umpire, any player does not make an attempt to slide or avoid collision, when a play is imminent at the base to which he is advancing, that player will be OUT. If any contact is deemed malicious, that player will be immediately ejected from the game and must leave the playing area.

The ten-run rule will apply after 4 innings (3 ½ if the home team is winning). This rule applies to ALL games in the tournament.

Games ended under adverse weather conditions will be declared official if at least 4 full innings (3 ½ if the home team is winning). This rule applies to ALL games in the tournament

Umpires will not carry copies of any rules during the tournament. If a manager wishes to dispute a call based on a misinterpretation of a rule the manager must produce the rule in writing at the time of the dispute.
