Official UBL By-Laws

As of the beginning of the 2004 UBL Season.

A UBL Franchise will consist of the following players

1 Catcher

1 First Base

1 Second Base

1 Third Base

1 Shortstop

3 Outfielders

1 Utility Player

9 Batters over-all

2 Starting Pitchers

2 Relievers

4 Pitchers Over-All

3 Bench Spaces 

16 Player Team Maximum

 

Scoring Consists of 10 ranked categories

Pitching

Runs Scored

Wins

Home Runs

Saves

Runs Batted In

Strike-outs

Stolen Bases

ERA

Batting Average

WHIP

 

If possible, the 2004 scoring will consist of

Hits

This Change is to reflect the shift in roster size regarding the batting roster being more than twice the size of the pitching staff.

 

Protected Rosters

For the 2004 season, teams will be able to protect 8 players of their choosing.

When preparing for the 2004 draft, teams must pre-rank their protected players so that they are drafted first.

Teams are not permitted to draft any free agent players until all of their protected players have been selected.

No team is permitted to add a protected player to their list that does not belong to  their team.

It is the responsibility of all team owners to ensure that their pre-rankings to not contain other team’s protected players.

If a team drafts a player protected by another team, that player must be returned to the team that protected him, and the team at fault is not entitled to any compensation.

Any team who does not abide by these rules regarding protected players will be subjected to a penalty of the commissioners choosing.

 

Playoff Tie-Breakers.

During the playoff season, there is no room for extra innings, so tie-breaker measures must be enforced.

The first tie-breaker will be determined by the two teams win loss record against each other for that season.

In the event that there is another tie, team scoring for that season will be the second tie breaker.

 

Ownership

 

For teams whose owners are not returning for the following season:

Persons wishing to become UBL owners must apply in the UBL threat indicating that they wish to take control of a team.

When it comes time to declare ownership, a vote will be taken by other UBL owners to determine who will take control of the team.

After an ownership change, a team may be moves to a new location that is not within 75 miles of an existing franchise. (Some exceptions may occur)

 

Moving Teams

For the 2004 season, teams may move on a one time basis to any location in North America. However, Teams may only relocate to a major urban area.

State and Provincial Names may be used. Exceptions are, New York State, Washington State, Province of Ontario, to avoid confusion with pre-existing teams)
