Management Bonus Program (EVA) Bellies Up. It was recently reported in the Washington Post that the Postal Service has eliminated a much-debated bonus program called EVA for postal supervisors and managers.

PMG John Potter announced the closure of the program which covered some 80,000 postmasters, supervisors, and management employees. It did not include any, not one of the bargaining unit workers.

Despite the elimination of the program, Potter announced that some $300 million would be paid out this year. That amount however, is all banked money and requires no additional funding.

A typical USPS management employee could receive a final payout of approx. $3800 and the typical executive could receive up to $13000. No money has been set aside in future budgets of the service to fund a new compensation program for those managers.

The death of the program was mainly because of the critism in drew on Capitol Hill last year when the Service paid out $164.1 million dollars despite losing $1.7 billion for f/y 2001.

Before you get out your crying towel, remember that here in the District of Maine, postmasters and managers here received almost 1 million dollars in such compensation. And not is all lost, PMG Potter said all management indoviduals are eligible to receive merit increases ranging from 3.75 percent to 5.75 percent in f/y 2002, and from 4 to 6 percent in f/y 2003.

All this has taken place despite the huge loss of revenue this f/y as well, and despite an increase in stamps.
