Dragon's Keep by Janet Lee Carey

Dragon's Keep

Rosalind is a princess who was born with a strange and interesting flaw - the ring finger of her left hand is not that of a human, but a dragon's claw, complete with a thick black talon that sparks when filed. As a result, her mother made it fashionable for gentlewomen to always wear gloves, so that no-one besides the queen and her daughter would ever have to know of this secret, for dragons have been terrorizing the lands, killing and eating human residents with no discrimination or mercy.

But as Rosalind struggles with the fears and loneliness brought upon her by her secret, she begins to find that more secrets are lurking in the past regarding herself and her mother. She is faced with the wonder of just how far the queen would go to make sure her daughter fulfills Merlin's prophesy that the "twenty first queen of Wilde Island ... shall redeem the name of Pendragon. End war with the wave of her hand. And restore the glory of Wilde Island."

When a turn of events takes Rosalind to Dragon's Keep itself, she finds even more to question about humankind, dragonkind, and her own nature and purpose. At times struggling just to survive, and all the while growing tired in her soul of destruction and lives lost, Rosalind forms strong friendships that alter her beliefs and the course of her life.
