Neyon was captured by the government at the age of 5 and experimented on for 11 years. When he escaped at age 16, he was chased for a year before the government gave up open pursuance of him and reverted to more secret means.
Neyon is a master swordsman and a superb user of pistols, rifles, and sniper guns. He has been known to double back on his pursuers and shoot them from trees. In hand-to-hand combat, Neyon uses a powerful-looking Gunblade, a weapon with the blade of a sword and the hilt shaped like the handle of a pistol, with a blade sharpened to an immeasurable size.
Neyon carries with him three items almost everywhere. The first is a glass dragon. The second is a high-school-style ring bearing another dragon and the year 2003. Lastly is a necklace with a silver dragon pendant.
