He hated having to do it. He really did. No matter what one could say about Jack Bauer (and a lot was said), it could not be said that he enjoyed having his brother tortured. He was near tears the entire time, and Burke could say that it was the only time he had seen an interrogator hug the subject of an interrogation even while ordering the pain to continue. But no matter what was said about Jack, his dedication to duty was above and beyond. Even if (or when) his judgement was somewhat impaired. Or more than somewhat impaired.
