The Torbay Public Library first opened to the public on September 8, 1975, with Mrs. Judy Watts in charge. The official opening occured on September 12, 1975 by the Rt. Hon. Tom Hickey, M.H.A., Minister of Tourism.

Since the opening it has been located in the lower level of the Town Hall. It is a full service library containing a Newfoundland collection, adult fiction and non-fiction, juvenille fiction and non-fiction, children's books, a reference section (encyclopedias, etc...) and magazines.
