History

Carnalle rapidly grew over the course of a decade from a few scattered bandit, thieves, and assasin hideouts to a thriving hub of underworld activities. Little by little the seedy individuals that inhabited the swamps of Carnalle realized that there were strength in numbers, and more oppurtunities as well. Here and there, like-minded criminals gravitated towards one another, occasionally striking out towards surrounding townships, taking their fill of plunder.

Inevitably several high standing thieves began proclaiming themselves as the leader of Carnalle, each with large armies of loyal killers. Slowly the ranks of the proclaimed leaders dwindled, assasinations grew rampant. All was legal in Carnalle, a murder was as recognized as simply walking down the street.

After the bloody struggle for power, one man emerged victorious, the self-proclaimed Regent of Carnalle, Alija Crent. Regent Crent laid down laws that were seen as just, atleast by Carnalle standards. Murders, stealing and other acts of crime were still allowed, but if a relative should find the crime against their brethren unjustified, it was taken before the Council of Compensation. Thereafter a ruling would come down, either justifying the killing/robbing, or making the culprit pay restitution, either in monetary units, or his life.

The people rallied around their new regent, and crime prospered in Carnalle, till one day Regent Crent just dissapeared as he slept in his bed, never to be seen again. His second, and high priest of Lady Vesta, Tola Jei, took the reigns of command.

Regent Jei quickly raised taxes in an effort to raise funds for the all but forgotten church.He preached that only by The Lady Vesta's hand had they know prosperity. Most listened and reluctantly gave their taxes, others migrated to other countries, looking for bigger, tax-free payouts.

Recent History

The Regent and his holy Vestan guards now reside in the capital city of Bilge, deep in the swamps. The city is a maze of walkways, docks, floating shops, and murky waterways, and houses the Grand catherdral of Vesta, a huge multi-spired church dedicated to Carnalle's patron goddess, all payed for by the high tax rate.

Carnalle has no real army to speak of, more of a scattered militia, every man for himself.

Carnalle trades only with 8 moons and Pintar, the only 2 countries that can stomach the vile ways of Carnallians.
