When you rule a planet, you can levy taxes, teach a move, charge for learning that move, send your army on missions, etc. Basically you can do anything, it's your planet! Only problem is, you can be voted out of your planetary rule by the Collective Council of Rulers or even by your own people, but the reason must be just and run by me before being placed into action and the Council will promote a new ruler. The council is their own team and can not join another team or gang.
