Teams must have a team base. Teams can be multicultural and can not be challeged when on the same planet as their team base, but they can challege someone else. Teams can have up to 5 members. (there is one exception to this rule, the Council. The council can have infinite people. One for every planet.)
Gangs do not have to have a team base, but can be challeged. Can have up to seven members.
