When you first meet Garnet, she seems prudent, spoiled, and Alexandrian Royalty. In reality, Garnet's beginnings are a lot different than they seem. Garnet actually came from the Summoner village of Madain Sari. Her real name is Sarah. Since she and her family were summoners, they had horns on their heads, just like Eiko does.
When Sarah was 6, a hurricane hit Madain Sari. In an attemot to escape, her mother took her only daughter, Sarah and sailed away in a little boat, hoping that everything would be alright in the end. But as we saw in the intro video, a huge wave ingulfed the boat, and her mom was killed.
The boat was later found washed up on the Alexandrian shore, discovered by doctor Tot. He saw that Sarah's mother was dead, but she was not. Taking note of how much she resembled Princess Garnet, who had just recently passed away. he presented her to the royalty of Alexandria.
The King ordered the child's horn removed. After the removal of her horn, Sarah was taken in and raised by the King and Queen Brahne as their real daughter, Princess Garnet Til Alexandros the 17th.
