Half-Elves are the result of a union between a High Elf and a Human. They retain many of the features of their Elven heratige, and gain a few Human features, such as the ability to grow facial hair. Half-Elven features vary greatly, and they can often pass as either Elven or Human in a pinch. While numerically they gain little in comparison to a Human, they are able to take many more traits that most Humans cannot.
